Reporting to the Director of WDFW, our CFO sits on the Director’s Policy Team and the Executive Management Team, and oversees the Financial Services Program. This office includes the Fiscal Office, Budget Office, Contracts and Purchasing, and Licensing Division.

With your experience,
You will oversee all financial processes to ensure the operational efficiency, effective internal controls, and compliance utilizing industry best practices, state laws, and governmental accounting requirements.
With that in mind,
You will be responsible for developing and implementing policies and procedures to assure effective and efficient management and use of WDFW’s financial resources in support of our mission, goals, and objectives, and to ensure compliance with all state and federal regulations and mandates.

Responsible for agency-wide strategic, long-term financial planning and analysis for both capital and operating budgets, as well as all sources of funding for WDFW’s (approximately 45 fund sources with multiple revenue streams).
This is a dynamic role
In which you will manage all WDFW budgeting, accounting, payroll, purchasing, contracting, and licensing operations, and lead the agency’s financial management systems. Responsible for budget, personnel, organization, communications, and operational policy and procedures for the Financial Services Program.
Leads and support approximately 120 FTEs, including direct reporting supervisors; Budget Officer (WMS3), Licensing Manager (WMS3), Contracts, Grants and Purchasing Manager (WMS3), Fiscal Officer (WMS 2), and Administrative Operations Manager (WMS2).
- Plans, leads, organizes, and controls financial related work of WDFW. Assures appropriate and optimum use of WDFW’s resources and enhances the effectiveness of employees through timely appraisal and professional development opportunities. Supports effective communication throughout WDFW. Maintains the highest standards of personal, professional, and ethical conduct and supports the state’s goals for a diverse workforce.
- Manages the activities of about 120 positions that perform all aspects of WDFW’s budget, accounting, purchasing, contracting, and planning, performance, licensing and financial activities and services.
- Negotiates revenue and alternative funding strategies on behalf of WDFW with the Office of Financial Management and the Legislature.
- Coordinates with, and advises WDFW managers, Office of Financial Management, and legislative staff on specific program and agency-wide issues as they relate to the WDFW’s mission and finances.
- Assimilates and provides sound financial data and analysis to WDFW managers for them to effectively manage their budgets. Acts as a partner to the six Program Directors to ensure consistency and address each Program’s financial challenges.
- Provides analysis of agency financial data for external parties (Governor’s office; Legislature; other state agencies; local governments; and environmental, business, stakeholders, and citizen groups) in order for them to better understand the agency.
- Serves as the spokesperson for WDFW on financial issues to federal, local, and other state government agencies, as well as the Governor’s office, the Fish and Wildlife Commission and the Legislature.
- Provides both short and long-term strategic direction for WDFW’s financial resources based on environmental, demographic, social, economic, and other trends.
- Collaborates with WDFW management, intra-agency, and inter-agency teams to make improvements and solve problems.
- Serves as the Department’s Internal Control Officer.
- Serves on the Department’s Executive Management Team and the Director’s Policy Team.
WORKING CONDITIONS:
Work Setting: Office with some ability to telework from a remote location
Schedule (i.e., hours and days): 8 am- 5pm Monday through Friday, with some ability to modify schedule.

REQUIRED QUALIFICATIONS:
This position requires application of advanced management skills and knowledge, including the following:
A four-year college degree in finance, accounting, business administration, public administration, law, environmental science, or other qualifying discipline.
And
- At least five years supervisory experience.
And
- Five years of experience in finance, accounting, budgeting which includes management of multiple funds and sources of revenues.
Competencies:
- Knowledge of advanced financial principles, Generally Accepted Account Principles (GAAP), Generally Accepted Auditing Standards (GAAS), federal and state laws and rules governing compensation and pay (e.g., Fair Labor Standards Act and the State Budget and Accounting Act), and state Collective Bargaining Agreements.
- Knowledge of risk management and risk finance at the statewide level.
- Knowledge of procurement and contracting laws and procedures.
- Knowledge and experience of enterprise-wide Accounting Information Systems.
- Ability to conceptualize, develop, and implement long-term strategic direction for the agency’s work including business planning, quality process planning, budget development and administration, performance measurement, and other management principles.
- Management skills to lead, support, motivate, mentor, and train management, professional, technical, and administrative support staff.
- Skills in public administration to develop and implement agency-wide policies and procedures with significant operational impacts.
- Ability to communicate, impact, persuade, and manage in a highly political and diverse environment.
- Adaptability and flexibility: Solve problems, consider different perspectives, and find new, creative ways to accomplish our work. Adapt easily to changing needs, conditions, and work responsibilities. In dynamic situations, adapt approaches, goals, and methods to achieve successful solutions and results.

PREFERRED QUALIFICATIONS:
- Five or more years as a senior financial leader in a state, federal or local government agency.
- Masters’ degree in business, finance, accounting, public administration, or related field from an accredited institution.
- Certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant.
- Understanding of and experience using Lean or other continuous improvement methodologies to achieve efficiencies and respond to customer needs.
- Knowledge of and ability to apply advanced principles and technologies of state budget and accounting, business and environmental economics, finance, government operations and statistics, as well as state and federal environmental and natural resource laws, regulations, and policies.
