The Oregon Department of Environmental Quality has a full-time opportunity for an Air Quality Specialist (Natural Resource Specialist 3) in Bend, Oregon.

To accomplish its mission, DEQ operates from a single centralized headquarters location and from multiple regional offices located throughout Northwest, Western, and Eastern Oregon. This position is in the Eastern Region and interacts with staff across the Air Quality Division throughout the regional offices and headquarters program planning, program operations, and technical services sections. What you will do!
The Air Quality Division is responsible for protecting the air resources of the state through program planning and development, industrial source control, asbestos control, and control of other sources of air pollution. As the Air Quality Specialist, you will ensure compliance with air quality regulations and permit conditions for commercial establishments and the public by utilizing procedures, policies, and guidelines. You will be responsible for permit drafting and review for facilities operating under the Air Contaminant Discharge Permit (ACDP) program, compliance inspections for both ACDP & Title V facilities, and review and analyze reports to ensure compliance with permit conditions. You’ll also conduct complaint investigations, as well as prepare enforcement actions for sources/activities found to be out of compliance with federal regulations and Oregon Administrative Rules.

What are we looking for?

  • Required Minimum Qualifications: Bachelor’s degree in a physical science, environmental science, or closely related field, AND 3 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). *A least 1 year of your experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
  • Experience and knowledge in source operations and emission control devices, including the ability to analyze air emissions information.
  • Excellent project and time management skills.
  • Excellent verbal and written communication skills; ability to communicate technical data to audiences unfamiliar with the subject matter.
  • Experience writing, applying for, or reviewing environmental regulatory permits.
  • Experience conducting environmental inspections or audits.
  • Experience interpreting and explaining environmental regulations.
  • Experience working with industrial professionals or environmental consultants.
  • Experience with asbestos abatement or its regulations.

Working Conditions:

Some physical outdoor activity may be involved during field activities that may include adverse weather conditions, exposure to pollutants, climbing stairs, and substantial walking. Such conditions may require the use of personal safety equipment and protective clothing. Employees will be trained, monitored, and equipped, in accordance with applicable Health and Safety Rules, and must have a valid driver’s license.
