The Opportunity
The WSDOT Port Angeles Engineering Office is currently seeking a Transportation Technician 3 to serve as the Field/Lab Construction Technician. In this role, you will be responsible for performing concrete, asphalt, aggregate, densities, and other materials testing. The Field/Lab Construction Technician will also assist the field crew with receiving tickets and materials on project sites as well as assist the survey crew with clearing brush and staking. This position provides you with the ability to experience working in varied environments, such as out in the field, in an office atmosphere, and in the laboratory.
 
What to Expect
At times, this position will assist the Project Inspector on a WSDOT Construction Project. Duties may include performing inspections of transportation construction work to assure conformance with the contract plans and perform materials testing during daytime and nighttime, in inclement (hot, cold, wet, etc.) weather. This includes traversing uneven, steep and difficult terrain adjacent to traffic and heavy equipment in an outdoor environment.
 
Among the varied range of responsibilities held within this role, the Field Construction Technician will:

  • Serve as a material tester performing concrete, asphalt, aggregate, densities and other material testing and tracking.
  • Produce Field Note Records (FNRs) based on materials used and the contractor’s work.
  • Utilize various web applications and WSDOT proprietary computer programs to produce estimate reports, log material documentation, verify contractor qualifications and compliance with contract plans and specifications, and track other contract related submittals and contract documents.
  • Receive and interpret material documentation and contractor submittals. Create spreadsheets to assist in calculating and recording quantities of received documentation. 
  • Verify the document/submittal’s compliance with WSDOT specification, and then process the document/submittals electronically within WSDOT’s proprietary computer programs. 
  • Coordinate with Field Inspectors to request outstanding material documentation. 

Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT1 or TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan. 
 
To be considered as a TT1, the following is required:

  • Graduation from high school or GED equivalent.
  • Valid driver’s license.

To be considered as a TT2, at least one of the following are required:

  • A valid driver’s license AND
  • An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields. OR
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields. OR
  • Graduation from high school or GED equivalent and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. (College level or vocational/technical course work in engineering, drafting, survey, mathematics or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis.) OR
  • Three (3) years of experience as a Maintenance Technician, one (1) of which must be as a Maintenance Technician 2.

To be considered as a TT3, at least one of the following are required:

  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent experience. OR
  • A Bachelor’s degree in Engineering or similar field. OR
  • Certification as an Engineer-in-Training (EIT). OR
  • A Land Surveyor’s License. 

In addition to the above, the following are also required:

  • Ability to clearly communicate technical information to a diverse audience both orally and in writing.
  • Ability to check engineering calculations for accuracy and completeness.
  • Ability to interpret contract plans and specifications.
  • Ability to research and apply engineering standards.
  • Ability to clearly and concisely document project activities.
  • Ability to convey a knowledge and understanding of engineering principles, methods, and practices.
  • Ability to produce deliverables that are professional and detail oriented.
  • Proficient in Microsoft Excel, Microsoft Outlook, and Adobe Acrobat or Bluebeam
  • Adept in Windows Operating Systems
  • Self-motivated to work independently and prioritize workload and handle multiple assignments.
  • Valid Driver’s License.
  • Certified as a general inspector within six (6) months of appointment.
  • Ability to manipulate and transport up to 35 pounds of materials and/or equipment.

It is preferred that qualified candidates also have:

  • Western Alliance for Quality Transportation Construction (WAQTC).
  • American Concrete Institute (ACI) certification.
  • Proficient in WSDOT materials testing procedures for ‘gradation’, ‘compaction for asphalt and soils’, and ‘grout cubes.’
  • Experience operating WSDOT applications including Statistical Analysis of Materials (SAM), Materials Testing System (MATS), Record of Material (ROM).
  • Adept Microsoft Excel with basic cell programming.
