Position Details
This full-time and unrepresented position is exempt from civil service. The Workplace Culture Specialist reports directly to the Workplace Culture and Development Manager in the Internal Operations Division. The Internal Operations Division supports the core functions of the agency by providing Fiscal, Human Resources, Administrative, and IT services. Additionally, it is the central point for all Environmental Protection Agency (EPA) program management. This position will primarily collaborate with the Leadership Team, Chief Operating Officer, and members of the agency’s PEAR Team to accomplish objectives. This position is eligible to telework but will be required to report on-site to meet business needs including providing in-person All-Staff trainings and attending on-site meetings. This position will not be eligible for out-of-state telework.
The Workplace Culture Specialist is primarily responsible for leading, developing, and measuring the technical implementation efforts for producing the agency’s Pro-Equity and Anti-Racism (PEAR) Plan and Diversity, Equity, and Inclusion Action Plan targeted outcomes. This position will also complete data-tracking work tasks associated with compiling the annual PEAR report. The Workplace Culture Specialist will organize and conduct staff trainings and provide support to other agency program initiatives that also advance diversity, equity, inclusion, and belonging (DEIB). The Workplace Culture Specialist will assist in executing some human resource responsibilities and employee experience program objectives, such as workforce recruitment, onboarding, retention, employee engagement, professional development, and personal growth focusing on the principles of DEIB.

The annual starting range of compensation for this position is between $71,500 – $79,000 depending upon qualifications. The full position salary range for this position is $71,500 – $86,500. Hiring supervisors can negotiate employment offers with candidates for this recruitment within the boundaries of the starting salary range based on a formulaic approach. The position range is the broader range the newly hired person can expect their salary to grow during their tenure in the position. Salary ranges will increase when future legislatively approved general wage increases for non-represented state employees occur.
CONDITIONS OF THE WORKING ENVIRONMENT (with or without accommodations):
Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times when irregular hours will be required. The nature of this role relies heavily on remote and in-person collaboration. This position may require you to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location. Newly hired employees must begin their appointment within 90 days of the date of accepting the employee offer and the date employment begins. In addition, if currently living outside of Washington state, newly hired employees must relocate to Washington state within 30 days of starting employment and report to the Olympia office headquarters in person on the first day of employment. -
Duties

Some of your duties include:
- Continuously assess organizational equity maturity and facilitate staff learning opportunities with Workplace Culture and Development Manager.
- Implement DEIB initiatives from the agency’s plan, supporting structured learning on bias and oppression.
- Lead the PEAR Team in achieving goals and tracking progress of the plan.
- Provide support to internal Employee Resource Groups, including the Internal DEI Working Group.
- Develop and monitor metrics measuring DEIB initiative effectiveness, making recommendations for improvement.
- Conduct new employee orientation emphasizing belonging.
- Stay updated on DEIB and workplace culture trends, assisting in integrating DEIB practices into policies and processes.
- Cultivate community partnerships supporting diversity, equity, and inclusion strategies.
- Advocate for diversity, equity, inclusion, belonging, accessibility, and racial justice in the employee experience.
- Serve as the technical subject matter expert for employee engagement initiatives, including deploying the annual Employee Engagement Survey, providing analysis and recommendations, and coordinating the annual Employee Recognition event.

- Excellent oral and written communication skills with demonstrated ability to deliver presentations to and facilitate discussions with a variety of audiences
- Intermediate knowledge and understanding of diversity, equity, inclusions, and belonging principles and practices.
- Demonstrated ability to plan, implement, and evaluate strategic programs and initiatives.
- Ability to work independently, take initiative, and manage multiple projects simultaneously.
- Proficiency in creating, analyzing, and reporting on data metrics and analytics for measuring the effectiveness of workforce initiatives.
- Demonstrated ability to collaborate within a team, with individuals as well as with groups with various identities, cultures, and backgrounds.
- Ability to develop collaborative working relationships and engage in creative and innovative engagement, belonging, and accessibility support strategies.
- Commitment to advancing diversity, equity, inclusion, and justice initiatives.
In addition to the above required qualifications, a candidate must possess one (1) of the following education and/or experience options:

- Bachelor’s degree or higher in a related field; AND
- One (1) year of professional experience recommending and implementing workforce initiatives related to diversity and inclusion, organizational change management, or organizational culture change.
- Associate’s degree (or equivalent credits) in a related field; AND
- Three (3) years of professional experience recommending and implementing workforce initiatives related to diversity and inclusion, organizational change management, or organizational culture change.
- Five (5) years of professional experience recommending and implementing workforce initiatives related to diversity and inclusion, organizational change management, or organizational culture change.
Preferred Education, Experience, and Competencies:
- Experience in leading organizational change management in a work setting.
- Experience managing contracts for services.
- Project management skills.
- Prior experience serving on a PEAR Team at other state agencies.
- Experience in analyzing, reporting, and tracking employee engagement metrics and analytics.
- Professional training in workplace mediation and facilitation.
- Certified or with credentials as a Diversity Practitioner through a coursework program curriculum and examination.
- Background in developing and delivering innovative trainings or learning in the workplace with accessibility and equity centered in the design.
