WAGIC is sharing these job postings with the GIS community on behalf of the Recreation & Conservation Office who is currently recruiting for a Web/GIS Administrator.  Please note that this position is in the System Administrator job family and can be hired at the entry level with a training plan for the journey level.

 

Description

Web/GIS Administrator (IT System Administration – Journey) In-Training
Monday – Friday | 8AM – 5PM | HYBRID/FLEXIBLE
 
Note: This position will be the Web and GIS Administrator for two Washington State agencies — The Recreation and Conservation Office (RCO) and the Puget Sound Partnership (PSP). RCO and PSP have a consortium agreement that allows for the sharing of IT staff, resources, and support services. This position is employed by the RCO and provides technical direction and support to PSP.

The Recreation and Conservation Office (RCO) is a small state agency located in Olympia, Washington that plans for and provides funding to: create and maintain opportunities for recreation; protect the best of the state’s wild lands, farms, and forests; and recover salmon.
 
The Puget Sound Partnership (PSP) is a non-regulatory state agency leading the region’s collective effort to restore and protect the Puget Sound natural ecosystems. The Partnership brings together hundreds of partners to mobilize action around a common agenda, advance Sound investments, and advance priority actions by supporting partners. 
 
We are looking for:
As the Web/GIS Administrator, you will play a crucial role in facilitating web-based and map-based communication channels for state lawmakers, agency stakeholders, and the public, while fostering collaboration among agency staff. In the capacity of Web Systems Administrator, you will configure and support WordPress/MySQL, SharePoint, PHP, on Windows/IIS, and eventually vendor-hosted LINUX/Apache web platforms. Serving as the senior-level technician, you will have the authority to plan and prioritize architecture design, installation, maintenance, troubleshooting, and consulting tasks for web-based application servers across multiple Recreation and Conservation Office websites. Additionally, you will set standards and provide guidance to contract developers for web services and applications. In the role of GIS Systems Administrator, you will configure and support a range of ArcGIS products, collaborate with ESRI Technical Support, and develop maps and mapping applications for agency websites. Your responsibilities will extend to administering the agency’s web hosting infrastructure, acting as a web developer, SharePoint site collection administrator, and creating web maps and applications for both staff and public use. This position, employed by the Recreation and Conservation Office, will also offer technical direction and support to the Puget Sound Partnership as part of a consortium agreement. Your contributions will be integral to advancing the agency’s mission and organizational principles through effective IT management and application support.

 

Duties

The work you will enjoy doing includes:

  • Coordinate development of RCO web and content management sites, providing guidance to contract developers and integrating web applications with RCO services.
  • Act as RCO IT Accessibility Coordinator, ensuring compliance with accessibility policies and guidelines, representing the agency at conferences and meetings.
  • Manage version records of web pages on all sites using Team Foundation Server (TFS).
  • Represent the agency at state web developer forums and meetings.
  • Coordinate high-priority web development and hosting with agency staff, executive management, technical specialists, and business experts.
  • Advise and train staff on web development, content issues, and web content editing and publishing.
  • Serve as a key member of the Web Management Team, collaborating with CIO/IT Manager, Communications Manager, and web contacts for each section.
  • Develop web maps and mapping applications using ArcGIS Pro, ArcGIS Server, and ArcGIS Online to convey grant information to boards and stakeholders.
  • Analyze map request requirements and perform spatial analysis on agency and external data sets using ArcGIS Pro and ArcGIS Online.
  • Engage vendor technical support to resolve issues and advise contract developers on ArcGIS Online Account matters.
  • Research, recommend, configure, test, and implement commercial off-the-shelf software (COTS) to address agency business needs.
  • Research and monitor industry web, web server, and IIS/Apache security standards, implementing measures to prevent compromise of web servers and websites; obtain vendor quotes and renew software licenses and security certificates.
  • Other duties as assigned.

 

Qualifications

What is an in-training plan?  The in-training is intended to provide an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan. Upon successful completion of an in-training program, the incumbent will move up to the next job classification that is listed on the in-training plan if applicable. 

Required Qualifications for IT System Administration – Entry ($5,719 – $7,695)
To qualify for this specific Entry-level position, a candidate must possess the following:

  • Two (2) years of experience providing IT customer service or other IT support duties.  
  • Two (2) years of information technology experience such as analyzing, designing, installing, programming, and/or maintaining computer or application software.
  • Three (3) months of experience supporting SQL databases, such as SQL Server, MySQL, or Oracle.  
  • Six (6) months of experience with scripting languages such as ASP, CSS, DHTML, HTML, JavaScript, JQuery, Perl, PHP, PowerShell, Python, or XML.
  • One (1) year of experience with either GIS or web services, or 6 months of experience with both GIS and web services.        
  • Excellent customer service and teamwork skills.  
  • Good communication skills.  
  • Knowledge of IT problem-solving procedures.  
  • Knowledge of IT Infrastructure Library and change management procedures. 
  • Knowledge of IT operations and security incident response procedures.  
  • Note: The above experience can be gained concurrently. Up to one year of full-time college education in an IT-related field can be substituted for an equal amount of experience.

Required Qualifications for IT System Administration – Journey ($6,939 – $9,332)
To qualify for this specific Journey-level position, a candidate must possess the following:
  • Three (3) years of experience providing IT customer support or other IT support duties. 
  • Three (3) years of information technology experience such as analyzing, designing, installing, programming, and/or maintaining computer or application software. 
  • One (1) year of experience supporting SQL databases, such as SQL Server, MySQL, or Oracle.
  • One (1) year of experience with scripting languages such as ASP, CSS, DHTML, HTML, JavaScript, JQuery, Perl, PHP, PowerShell, Python, or XML.
  • Two (2) years of information technology experience administering GIS applications such ArcGIS Pro, ArcGIS Server, and ArcGIS Online.
  • One (1) year of experience supporting a Cloud-based server environment such as Azure or AWS.
  • One (1) year of information technology experience designing, developing, hosting, and administering Internet web sites and applications, and configuring internet server certificates.
  • Excellent customer service and teamwork skills.  
  • Good communication skills.  
  • Knowledge of IT problem-solving procedures.  
  • Knowledge of IT Infrastructure Library and change management procedures. 
  • Knowledge of IT operations and security incident response procedures.  
  • Note: The above experience can be gained concurrently. Up to one year of full-time college education in an IT-related field can be substituted for an equal amount of experience.

What we desire:
  • One (1) year of information technology experience such as analyzing, designing, installing, programming, and/or maintaining hardware, telecommunications, or network infrastructure equipment.
  • One (1) year of experience configuring web services such as Microsoft Internet Information Services (IIS) or Apache.
  • One (1) year of experience working with GIS data, developing cartographic map products, and creating effective web maps and web mapping apps.
  • One (1) year of experience working with computer networking and firewall concepts.
  • One (1) year of experience administering SharePoint sites.
  • A+ technical support certification through CompTIA.org (Computing Technology Industry Association).
  • Network+ certification through CompTIA.org (Computing Technology Industry Association).
  • Security+ certification through CompTIA.org (Computing Technology Industry Association).
  • Experience with sound system hardware and software, including operation of a sound board with multi-channel equalization of microphone and telephone inputs.
