This position serves as the agency’s leader in and subject matter expert of the Talent Acquisition and Training programs at the Washington State Parks and Recreation Commission (WSPRC). This requires strategically developing plans and making recommendations to meet the needs of the agency in workforce development planning and training, including but not limited to recruitment, hiring/onboarding, employee development, succession planning, and leadership development. This position reports directly to the agency’s Human Resources Director, who serves on the Executive Leadership Team (ELT).
 
In addition to the qualifications listed below, we are also looking for a candidate who will bring the following to the position:

  • Demonstrated leadership experience leading people, strategic human resource initiatives, and developing solutions to complex issues.  
  • Demonstrated experience applying innovative strategies to recruit for hard to fill positions. 
  • Creatively manage projects related to recruitment, training, and/or workforce development and who can develop ideas to create entry pathways and advancement pathways in WSPRC. 
  • Motivation and passion to develop and maintain relationships with organization management, employees, employee organizations, and governing agencies and offices.
  • Mastery knowledge and skills in sourcing talent, recruitment, selection, pre-employment practices and affirmative action.
  • Expert knowledge of federal and state employment related laws (Title VII, ADA, ADEA, Vietnam Veterans) and regulations (EEOC Uniform Guidelines on Employee Selection Procedures).
  • Advanced knowledge and application of human resource management practices and strategies including federal and state employment and labor relations laws, diversity, compensation, organizational and employee development, employee performance management, and recognition.
  • Experience interpreting and applying contracts, rules, laws and policies.
  • Experience working closely with hiring managers on recruiting and workforce planning issues.

Duties

The Talent Acquisition and Training Manager oversees the Recruitment and Training programs for the entire agency, including managing the law enforcement ranger recruitment program.  

Here are some of the primary functions of this position:
TALENT ACQUISITION-

  • Overseeing the agency’s statewide and park ranger law enforcement recruitment programs. 
  • Manage and direct staff responsible for all aspects of staffing management, career guidance, candidate engagement and experience, and provide agency-wide training in these areas. 
  • Develop performance measures, quality standards, and implement processes and strategies to achieve effective recruitment and hiring experiences.
  • Develop and update human resources policies related to the agency’s management of recruitment, interviewing, hiring, Equal Employment Opportunity, Affirmative Action, and other related areas of workforce management.
  • Oversee and manage all WSPRC statewide internship programs. 
  • Responsible for tracking recruitment related data and making recommendations to identify and address recruiting and hiring gaps.
  • Provide leadership and direction for recruitment and selection, human resources operations and policy development, collecting and reporting human resource data, file management, and HR data analytics and reporting. 

TRAINING-

  • Support the development and implementation of key (non-law enforcement) operational training as necessitated by program needs. Develop Strategies for training across all levels of leadership and staff within the divisions.
  • Oversee the design, development and implementation of course curriculum and course materials for training using comprehensive knowledge of conventional and innovative training techniques.
  • Work collaboratively with all levels of leadership within the agency to develop and deliver internal training to support business needs and external user needs.
  • Research, select, organize and create content, learning activities and/or assessments that are relevant and appropriate for associated training programs.
  • Evaluate training methods and make appropriate recommendations that would include the consideration of “best practice” approaches to learning, blended learning and online training.
  • Collaborate with agency leaders to address training needs to develop skills and the knowledge necessary for staff to operate within established policies and procedures. 

This position manages both recruitment and training related systems, and contracts, including system updates and implementations.

Location, Availability and Travel Requirements:
This position is based out of Parks Headquarters in Tumwater, WA, and requires some time in the office most weeks; flexible/hybrid remote work may be an option.  This position requires occasional travel.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in human resource management, business administration, or closely related field. 
  • Five (5) years of senior human resource general experience that includes two years of experience managing delivery of human resource services in workforce development planning, pre-employment processes, recruitment, candidate outreach, agency employee relations relating to employment, career progression, and succession planning. 
  • Five (5) years of experience in program management producing high-quality work while managing multiple projects.  
  • Three (3) years of supervisory experience.
  • Possess a valid (unrestricted) driver’s license. 

**Additional years of HR experience may substitute year for year for education.
 
 PREFERRED QUALIFICATIONS: 

  • Experience designing, facilitating and deploying learning and development training for adults. 
  • SPHR certification.
  • Experience leading and managing organizational training initiatives and department specific interventions.
  • Experience leading or implementing process improvement or change.
  • Experience developing, designing and deploying curriculum that employs proven methods for instructing adults with differing learning methods.
  • Experience in eLearning tools such as Articulate and Camtasia to create interactive training deliverables.

NOTE:  This position has direct or indirect access to criminal history information through the ACCESS system (Spillman) administered by the Washington State Patrol and must adhere to the Criminal Justice Information System Security Policy. Criminal history will be required to be rechecked every five (5) years. Rechecks are conducted by the Visitor Protection Law Enforcement Unit (VPLE) of the Operations Division. Prior to a new hire, a background check, including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position.
