 The Seattle Department of Transportation (SDOT) is a nationally recognized municipal transportation agency at the leading edge of multi-modal transportation. SDOT’s core responsibilities include maintenance and operations of the city’s transportation right-of-way, the expansion of the city’s bicycle and pedestrian network, care of over 240 bridges, permitting use of public spaces and enhancing access to the regional transit system. With approximately 1,100 dedicated staff, SDOT maintains an operational presence 24 hours a day, 7 days a week, in all weather conditions to serve and ensure Seattle’s public mobility.
 
 SDOT has an exciting opportunity for a collaborative, innovative, and detail-oriented Sustainable Transportation Programming Manager to join our Transit and Mobility Team.
 
 This position is part of the Transportation Options Group, a team within the Transit and Mobility Division of SDOT. We identify, implement, and promote sustainable and safe transportation options for every journey while centering the needs of historically marginalized communities. We are a team of collaborative and innovative public servants working at the cutting edge of technology, behavioral science, and policy.

 This position is a unique opportunity for innovation and growth in support of Seattle’s ambitious climate goals.  As highlighted in our Climate Change Response Framework, we are working towards shifting 9/10 personal trips to zero emission options by 2030. The incumbent will be responsible for managing the expansion of Transportation Demand Management (TDM) programs in Seattle supported in that document as well as in the Seattle Transportation Plan by engaging new audiences and supporting their use of sustainable travel choices. While long-standing SDOT TDM programs owned byt this group work largely with commuters and larger worksites, this effort will expand travel options support to those traveling to smaller businesses, venues, events, and more in the Center City. The Sustainable Transportation Programming Manager will manage communications, engagement, and incentives campaigns under Seattle’s Flip Your Trip brand, with the task of solidifying the brand as the citywide sustainable travel options resource.
 
Temporary opportunity a planned length of up to three years, conditional based on the timeline of grant start up and completion of deliverables.

 

Job Responsibilities
  • Manage consultant procurement and contracting; confirm scope of work; and oversee program design and delivery.
  • Develop and manage, with consultant team, a communications and behavior change campaign and ongoing engagement focused on shifting travel to sustainable choices. Activities will include strategy to broaden reach of existing brand, development of new collateral, planning and implementation of programming and outreach to engage key audiences; distribution of information and resources, to educate and engage; strategically integrating promotions and incentives.
  • Develop collaborative relationships with internal and external stakeholders, including key local organizations such as business groups, ensuring buy in and amplification of messaging
  • Research and confirm communication and engagement tools and technology available for and best matched to this scope of work.
  • Develop and manage innovative pilots and promos to incentivize travel options under the umbrella of this TDM communications campaign, such as development of / use of app-based transit fares and rewards; collaboration with shared mobility providers on first-/ last-mile connections; active transportation campaigns; etc.
  • Represent the Department and Division to internal and external audiences; prepare and deliver presentations on grant-funded program; track key metrics and complete reporting.
  • Develop and implement solutions to address the needs of underserved and vulnerable populations to advance SDOT’s race and social justice objectives. Ensure this equity focus is incorporated into program scoping and program delivery, including consultant scope of work, and that insights on impact on focus populations is documented via metrics and insights.
  • Oversee program budget and grant management, in conjunction with SDOT grants management specialists.

 

Qualifications

Minimum Qualifications

  • Education: Bachelor’s degree in Public Policy, Urban / Regional / Transportation Planning, Business Administration, Public Administration, Communications, or a related field providing the necessary skills
  • Experience: Three years of experience in transportation planning, programs, and/or policy, marketing and communications, outreach and community engagement, active transportation or emerging mobility technologies
OR: An equivalent combination of education and experience that demonstrates the ability to perform the duties of the position.
 
 Desired qualifications: 
  • Experience developing and managing innovative transportation programs  or initiatives in either the public or private sector
  • Experience developing communications campaigns and/or community engagement programs
  • Familiarity with the concepts of social marketing and behavior change
  • Strong communication skills, both written and oral, including the ability communicate complex issues such as sustainability and climate goals in a context sensitive manner
  • Demonstrated success in fostering partnerships and collaborating with stakeholders to identify and meet mutual goals
  • Ability to thrive in a fast-paced workplace and interact with diverse colleagues, customers, and stakeholders; experience performing work with members of the public and community advocates
  • Strong program and/or project management skills. Ability to analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes.
  • Demonstrated ability to independently set workload priorities and deadlines, manage multiple funding sources
  • Masters degree in public policy, planning, business administration, public administration, communications, or a related field
