Responsibilities
As a Supervisory Fish & Wildlife Administrator, you will perform the following duties:
•Administer scientific research throughout Alaska on commercially marketable species and all aspects of marine ecosystems.
•Plan and conduct annual large-scale fisheries stock assessment and ecosystem surveys.
•Oversee the development of annual activity and staffing plans as well as the planning and executing of a multi-million-dollar annual budget.
•Represent Alaska Fisheries Science Center (AFSC) & National Oceanic and Atmospheric Administration (NOAA) Fisheries on a variety of high profile and sometimes controversial issues, including survey results and stock assessments, to high level management bodies and senior executives.
•Evaluate work performance and develops performance standards; provide advice, counsel, and instruction on both work and administrative matters; organize and assigns work.
Travel Required
Occasional travel – Up to 20% of domestic and foreign travel may be required.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-5 is equivalent to the GS-15. The full performance level of this position is ZP-5.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
EDUCATION:
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experiences: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education.
OR
C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-5 or GS-15 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS 14 in the Federal service. Specialized experience MUST include all of the following:
- Administering one or more complex marine fisheries, ecosystem or oceanographic research projects;
- Developing and implementing research budgets to achieve project objectives;
- Leading or mentoring junior staff to align program priorities with organizational priorities; and
- Contributing to planning and conducting fisheries or oceanographic vessel-based survey operations.
