Full-time position under the Management Personnel Plan (MPP) available for Facilities Planning & Administration.
Under the general direction of the Associate Vice President of Capital Planning and Facilities Management, the Sr. Director of Planning, Design & Sustainability is responsible for administration of capital planning, design and sustainability programs for the campus. The incumbent is responsible for capital planning for state and non-state projects and programs; performs a variety of duties and activities related to the physical planning, reporting, tracking, budgeting, cost estimating, sustainability and design of capital projects as related to University activities. The position serves as the principal advisor to the AVPCPFM on campus master planning, sustainability and design projects.
Duties include but are not limited to:
- Coordinate and oversee the design professional selection process for capital projects of all sizes. Assists professional staff in negotiating and administering consultant agreements with architects and other design professionals, monitoring consultant’ performance and determining appropriate resolution of complex contract problems. Develop programmatic plans for use by architectural and engineering affiliations for new and renovation/remodel projects with cost estimates. Develops strategies to build and foster productive working relationships with the architectural community that provide services to the campus. Oversee development and maintenance of campus design guidelines and specification standards, including campus and CSU system-wide sustainable design standards.
The SDPDS directs, creates, analyzes and maintains databases as necessary to ensure that physical planning is based upon University long and short-range goals, priorities and that needs are achieved. The position prepares and maintains a variety of narrative and statistical reports, records and files related to capital and department operational activities. The position communicates with administrators, University personnel, consultants, Chancellor’s Office staff and other appropriate organizations to coordinate activities and programs, resolve issues and conflicts and exchanges of information. Directs and maintains the campus Space and Facilities Database program. The SDPDS is the primary position responsible for the development of projects for the Multi-Year Capital Outlay Program submitted annually to the Chancellor’s Office along with project financial plans, as required.
The Sr. Director is fully responsible for administering allocations for deferred maintenance, minor capital outlay, major capital outlay, third party financing, grants relative to construction dollars in excess of $200 million. Provides fiscal accountability and support for allocation and usage of construction dollars as recommended by the AVPCPFM. Works with the University Controller, University Budget Director, Chancellor’s Office Capital Planning, Design and Construction, and Budget Planning regarding all special allocated resources related to projects.
The SDPDS is responsible for directing the campus sustainability program. This position assists the VP of Business and Finance in overseeing the Campus Council for Sustainable Futures and directs the work of the Sustainability Coordinator. The position directs the work involved in adhering to the AASHE Stars Program reporting. The position is responsible for establishing and implementing campus priorities to move California State University Stanislaus and its community towards a more sustainable future. The position fosters widespread student, staff, and faculty engagement in sustainability initiatives and scholarly activities.
The position oversees the Energy Manager in the management of the university’s energy program to procure utility services, monitor costs/usage, and implement projects and strategies to improve the effectiveness of campus energy use and utility consumption and performs other duties as assigned.
Education: Professionally accredited bachelor’s degree in architecture or other relevant field. (See additional license/certification requirements, below.)
Experience: Eight (full-time equivalent) years of experience in architecture or planning at an institute of higher education or related environment, with at least four (4) years in a management/supervisory role.
- Eight (8) years of progressively responsible professional and administrative experience involving public facilities planning, design, and sustainability is highly desirable.
- Architecture license in California or architecture license and registration in one of the 55 U.S. jurisdictions with a NCARB Certificate.
- Thorough understanding of planning and design procedures and policies in the California State University system
- Comprehensive knowledge of, and significant experience with, construction procurement and delivery.
- Experience researching and preparing technically complex executive level documents, position papers, reports, proposals, and presentations on a variety of strategic topics.
- Familiarity with facilities management software.
- Additional degree or advanced certification in building construction, architecture, sustainability, business, management, or a related field.
- Relevant professional credential or registration.
- Thorough knowledge of the methods, practice and procedures of a facilities environment, with understanding of planning, sustainability and design; central office perspective of administrative and capital project policies and practice as related to educational or public institutions.
- Experience working in a collective bargaining environment.
- Comprehensive knowledge of, and significant experience with, all phases of planning and design.
- Demonstrated commitment to accessibility and inclusion. Knowledge of accessibility issues and planning mechanisms specific to the Americans with Disabilities Act of 1990 (ADA) and Universal Design Principles.

- Knowledge of: Enterprise Resource Planning (ERP System); university master planning principles; strategic enrollment management planning; continuity planning; public contract law; green building and sustainable operations; bargaining unit contracts; principles of supervision and training; principles and practices of safety management; office procedures, methods, and equipment including computers and applicable software applications such as AutoCad and MS Office Suite; pertinent local, state and federal laws, ordinances and rules, particularly those related to the Office of State Fire Marshal.
