Under the direction of the Assessments and Exercise Program Supervisor, this position provides expert level coordination of radiological emergency preparedness programs, has delegated authority to manage and administer the statewide emergency preparedness activities related to Energy Northwest, and serves as statewide liaison with federal organizations, including FEMA, US Department of Energy-Richland, and the US Navy. In addition, the position represents EMD in emergency and planning related areas in Central and Eastern Washington. The incumbent is required to maintain effective communications with the Assessment & Exercise Program Supervisor. The Radiological Preparedness Program Manager must be able to act as an EMD representative at the Tri Cities worksite.

The Washington Emergency Management Division (EMD) leads and coordinates mitigation, preparedness, response and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment and economy. Duties

Responsible as the state liaison to provide expert level coordination for the Columbia Generating Station (CGS) radiological emergency preparedness program (FEMA REP Program) which involves Energy Northwest (licensed public power corporation), and Energy Facilities Site Evaluation Council (EFSEC) (state commission for oversight of siting permit for major energy facilities). Responsible as the statewide liaison with federal organizations for specialized radiological preparedness, response, and recovery activities addressing potential community and state disaster impacts inherent to the potential hazard on the US Department of Energy-Richland Hanford Site and Navy Nuclear Propulsion Program (NNPP). Responsible for administering contracts, maintaining and managing the state grant programs for USDOE and EFSEC. Serves in the State Emergency Operations Center (SEOC) or Joint Filed Office/Area Field Office (JFO/AFO) in support of an activation for incident or event.

REQUIRED QUALIFICATIONS

A Bachelor’s degree AND four years of radiological emergency management program coordination for commercial nuclear power plants at the state or local level. 

Additional qualifying experience in emergency management, financial management (grant, contracting, claims management, budgeting), training or education, public information/affairs, program/project management, environmental analysis or planning, civil/structural engineering, legislative affairs, or urban planning will substitute, year for year, for the education requirement.

Knowledge of or experience working with:

  • Radiological emergency preparedness.
  • Emergency management, preparedness, mitigation, response and response activities.
  • Emergency Operations Center or similar operational environment at the program or operational level.

Skills and Abilities to:

  • Grants Management: Developing, negotiating, implementing, monitoring, or evaluating grants for federal, state, local governments, or private entities.
  • Contract Management: Developing, negotiating, and administering contracts with public and private entities. Tracking and monitoring contracts to ensure terms and deadlines are met, reviewing contract proposals for compliance with policies, etc., or modifying contracts in accordance with guidelines.
  • Budget: Developing, preparing, monitoring, briefing, and evaluating budgets including evaluation of progress versus projected expenditures patterns.
  • Research, analyze, understand, and communicate complex program issues clearly, both verbally and in writing, to ensure that issues affecting the program are addressed accurately.
  • Use Microsoft Office Suite (including Word, Excel, Access, PowerPoint, or similar software) to develop documents in support of program activities.

CONDITIONS OF EMPLOYMENT

Background Investigation: 
Must successfully complete the appropriate background checks required for employment.  Must be willing to sign releases of information and shall not have access to any investigative materials and files.  The processing of background checks can take up to six months post-employment.  Failure to successfully pass a background check may be cause for termination.

Union Shop Provision: This position is covered by a union shop provision – Washington Federation of State Employees.

Driver’s License:

  1. Valid to drive in the State of Washington. 
  2. Must meet requirements of the REAL ID Act.  This is required for base access and will be required upon hire.  

Military Facility: Willingness to work on a Military Controlled Access Installation.  

Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation.  Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01).  This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification. 


Work Hours
A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule).  Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.

Telework: This position may be eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed. 

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Occasional statewide travel may be required up to 25% to include overnight stays.
