The City of Everett is accepting applications on an open/competitive basis for the Civil Service examination process for PUBLIC INFORMATION/EDUCATION SPECIALIST. This is responsible specialized work involving selection and development of public awareness education programs through a variety of projects associated with water quality and environmental issues.

The work involves planning, scheduling, coordinating and promoting community involvement in various programs, activities and events relating to water quality, water conservation, stormwater, surface water quality protection and other environmental issues designed to support the goals and objectives of the City of Everett Public Works Department. Generally, these projects will focus on enhancing water quality by informing, involving and soliciting ideas from the community through school programs and through education and community events.  Excellent oral communication and presentation skills are essential performance factors.  Individuals in this job class are expected to exercise considerable initiative and independence in the performance of assigned duties and responsibilities.  Work is performed under the general supervision of an administrative superior and work is reviewed by written and oral reports, conferences, observation and results obtained.

MINIMUM REQUIREMENTS
Graduation from a college or university with major course work in communications, journalism, public administration, environmental science or related field, AND two (2) years of increasingly responsible program development and/or coordination experience involving public information, marketing, journalism, environmental science or community programs; OR any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities. Experience with volunteer program development and coordination is desirable.  Diversity of experience is preferred.

EXAMINATION STEPS

• The screening process will consist of a supplemental questionnaire weighted 30%.
• Top-scoring applicants will be called to a practical exam weighted pass or fail, and an oral interview weighted 70%, tentatively scheduled during end of March.
• All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process for 12 months.

IMPORTANT NOTES

• A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.
• The examination process is designed to sample and measure the requisite knowledge, skills, and abilities.
• Applicants claiming veterans’ preference points in accordance with RCW 41.04.010 as amended and meeting eligibility criteria must submit form DD214 or other official military separation documentation that clearly indicates an honorable discharge from military service on or before the date filing closes.
• Extensive background checks will be conducted.
• Any position requiring a CDL or the performance of a safety-sensitive function will be subject to the City of Everett’s random Drug and Alcohol Policy per Federal DOT regulations.
• Hiring offers are contingent upon successful completion of a City-paid pre-employment physical and drug screen.
• New hires begin employment at the first step of the salary range.
