This is a key position that is the initial point of contact for all timber sales related document and financial records within the region timber sales program of the assigned district(s). This position works with a Natural Resource Specialist 4 (Presales Forester), another Contract Specialist 1, and Management Forester in the timber sales program to prepare timber sales for approval by the State Lands Assistant Region Manager, Region Manager, Forest Practices, and Board of Natural Resources. This position also provides contract administrative support during timber sale compliance and manages timber sale finances for agency management and trust beneficiaries.

This position is responsible for timely submission of complete and detailed invoices/receipts for purchases made on behalf of the Department, to include at a minimum: legible name, program to be charged, (and if pertains to vehicle) vehicle number. Invoices/receipts will include vender name and phone number.

Duties
Responsibilities:

  • Prepares and processes timber sale review documents and advertising materials. Demonstrates knowledge of timber sale contract concepts, structure, authority and processes. Reviews and analyzes contracts and other associated documents for completeness.
  • Independently ensures accurate and complete timber sale finance account management. This is accomplished by analyzing timber sale data and ensuring complete and accurate system entries in the Land Resource Manager system, the Presales System and the NaturE system (the DNR revenue system) for timber sale volume reporting, trust calculations, and invoicing.
  • Responsible for monthly invoicing and processing of payments for all timber sales within the assigned district(s) according to state and agency procedures. Responsible for accurate and timely timber sale finance flow associated with all timber sale payments and securities.
  • Responsible for log and load accountability for all scale and contract harvest sales within the assigned district(s). This requires being the point of contact for and coordinating with external log scaling bureaus, scale facilities, timber sale purchasers and region contract administrators to resolve log accountability issues. Facilitates all aspects of the contract process; creates documents, obtains signatures and maintains records for contract modifications, contract term extensions, and contract terminations with timber sale contract administrators, purchasers, region management, and division staff according to agency and state procedures. Identifies areas of non-compliance in the process and advises contract administrators in contract compliance processes.
  • Manages and tracks all timber sale files within assigned district(s), prior to auction and after auction. Maintains current and complete file records on the agency’s Timber Sale Document Center (TSDC) SharePoint site for each timber sale, which are public records.
  • Perform record specialist duties for state lands timber sales program to ensure documents sent to Olympia for retention follow proper procedures and retention schedule.

Qualifications
Required Qualifications: 

  • Bachelor’s degree in natural resource, business administration or public administration and one year of related experience.
    OR an equivalent combination of education and/or experience.
  • Experience with contract development and terminology.
  • Advanced level experience in the use of a computer, Microsoft Office, including Excel spreadsheets, and Adobe Products.
  • Experience organizing, prioritizing, and working within tight schedules and timelines with attention to detail.
  • Strong oral, written and interpersonal communication skills.
  • Excellent customer service skills.
