Duties

The Financial Services Program manages the agency’s financial resources and supports agency planning so that environmental goals and strategic priorities are met.

The Contracts and Purchasing Unit in Ecology’s Fiscal Office in Lacey, WA is looking to fill a Procurement and Supply Specialist 2. The Contracts and Purchasing Unit is located within the Fiscal Office of the Financial Services Division. Financial Services provides centralized financial support and management in accounting, budget, contracts, purchasing, and inventory, so the agency can meet its environmental goals and strategic priorities. The result is Ecology managers, the Governor, State Auditor, Office of Financial Management, and the Legislature have confidence in Ecology and our financial information and management, and can rely on it to make crucial decisions affecting the environment.

We are looking for self-motivated and detail-oriented applicants with excellent people and communication skills. They should have the ability to prioritize a time-sensitive workload, and work well in a team atmosphere.

Some of the key work activities of the Procurement and Supply Specialist 2 include:

  • Purchasing supplies, materials, equipment, and services to meet the needs of Ecology’s administrative and environmental programs.
  • Reviewing purchase requests and supporting documents for accuracy and completeness.
  • Providing advice and consultation to agency staff statewide, to help them follow state purchasing requirements and Ecology policies.
  • Developing and maintaining good working relationships with vendors and agency staff.
  • Conducting research for new supply sources, and contacting potential vendors for product information.

Qualifications

Required Qualifications:

There are multiple ways to qualify for this position. See options below:

Options 1:
A Bachelor’s Degree in Business Administration, Public Administration, procurement, logistics, supply management, purchasing management or closely allied field.

Option 2:
An Associate of Arts Degree in Business Administration, Public Administration, procurement, logistics, supply management, purchasing management or closely allied field AND two years of full-time purchasing experience including in large-scale procurement, stock control, receipt, storage and issue functions in either government or business.

Option 3:
Full-time experience as a purchasing professional will substitute for education on a year-for-year basis.

Possible Combinations College credit hours or degree in a qualifying field. Years of required qualifying experience
Combination 1 No college credit hours or degree 4 – years of experience
Combination 2 I have 30-59 semester or 45-89 quarter credits. 3 – years of experience
Combination 3 I have 60-89 semester or 90-134 quarter credits (AA degree). 2 – years of experience
Combination 4 I have 90-119 semester or 135-179 quarter credits. 1 – year of experience
Combination 5 A Bachelor’s Degree No work experience

  • A Bachelor’s degree in Business Administration, Public Administration, procurement, logistics, supply management or closely allied filed and one year of full-time experience in large-scale procurement, stock control, receipt, storage and issue functions in either government or business.
  • One of the following professional certifications:  Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM) or other related certifications.
  • Intermediate proficiency using Microsoft Office software applications and products including Word, Excel, and Outlook; able to create, edit, modify, save, and delete documents and spreadsheets.

Note: Having some (or all) of this desired experience may make your application more competitive in a highly competitive applicant pool.
