The City of Portland’s Bureau of Human Resources is seeking a Pay Equity & Compensation Analyst to work on the Classification and Compensation (Class/Comp) Team.
The Class/Comp Team manages and administers the City’s classification and compensation program, serves to create internal equity in compensation, ensures market competitiveness, and manages the City’s classification and compensation plans and systems.
Major duties include but are not limited to:
- Work with consultants and Class/Comp Manager to develop the Pay Equity study, develop pay equity practices, create tools and resources, and determine a regular pay equity maintenance plan.
- Analyze classifications, reclassifications, and compensation change requests and issue decisions.
- Work with the Class/Comp Manager and Sr. Comp Analyst to develop a regular compensation maintenance plan and identify ongoing resource needs to support.
- Answer policy and procedure questions regarding classification and compensation laws, rules, policies, and procedures.
The position may convert to Regular status if budget funding is approved.

In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:
- Ability to apply principles of public HR administration in classification and compensation.
- Knowledge of federal, state, and local laws, regulations, and court decisions applicable to classification and compensation.
- Ability to learn and apply City HR policies and labor contract provisions.
- Ability to identify and analyze employee, administrative, operational, and organizational issues; evaluate alternatives and reach sound, logical, and fact-based conclusions.
- Ability to establish and maintain effective working relationships with Bureau/Office managers and staff, representatives of other governmental agencies, the public, and others encountered in the course of work.
