Essential Duties and Responsibilities
-
As a Capital Projects Coordinator for Bellevue Parks & Community Services, you will focus primarily on improving and expanding Bellevue’s existing 90-mile public trail system along with other types of capital construction and renovation projects within the overall parks system. With an emphasis on urban trail planning and development, you will perform duties that may include any combination of the following tasks:
- Implement short and long-term project management processes throughout all phases of the project life cycle. Manage the project delivery process including planning, programming, design, permitting, public bidding, and construction administration of a wide range of public capital projects within the City’s Park system. These projects will range in cost from $100,000 to $20,000,000.
- Develop and conduct public engagement processes on highly visible projects, using a wide spectrum of engagement tools and tactics to reach the broadest possible range of Bellevue’s diverse residents and park users.
- Serve as a primary point of contact for project information and updates. Respond to inquiries from city staff, community members, city boards and commissions, and the City Council.
- Develop, review, and manage contract documents such as contracts, drawings, technical specifications, performance bonds, punch lists, and permits.
- Evaluate and pursue grant funding for projects. Write or assist others in writing budget documents, grant applications, or other fundraising efforts.
- Prepare or contribute to technical analysis and best practice research. Actively participate in the department’s long-range planning, policy development, and strategic plan implementation.
- Provide recommendations on areas of subject matter expertise, such as trail system infrastructure, feasibility analysis, structural integrity, building use, historic preservation, accessibility, code compliance, life-cycle cost, or energy efficiency.

Qualifications

EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS:
- Graduation from an accredited four-year college or university with a degree in public administration, urban planning, landscape architecture, urban forestry, construction management, project management, engineering, or related field
- Five or more years of professional-related experience in managing the construction of capital projects
- An equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities may be considered
- Washington State Driver’s License required or the ability to obtain a Washington State Driver’s License
- Must pass a criminal background check
KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:
- Knowledge of basic planning, design principles, and construction means and methods
- Knowledge of the principles and practices of municipal government; public bidding and contracting as well as public park operations knowledge is desirable
- Knowledge of budgeting, cost estimating, multiple purchasing methods and procedures.
- Public sector experience is desirable
- Excellent communication skills. Able to communicate effectively verbally, in writing, and graphically to provide project information to customers, co-workers, contractors, boards, commissions, and the City Council. Able to develop and deliver project presentations, deliver clear and concise verbal and written reports and recommendations.

- A collaborative team player. Ability to establish and maintain effective working relationships with city staff, outside vendors, project stakeholders, and the public.
- Ability to research and analyze complex information to provide practical and cost-effective solutions

- Computer proficiency in Word, Excel, PowerPoint, and a familiarity with AutoCAD, GIS, or other graphic applications

Supplemental Information

Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).
