The Water Quality program within the Department of Ecology is looking to fill a Municipal Stormwater Permit Implementation Planner (Environmental Planner 3) position. This position can be located at our Northwest Region Office (NWRO) in Shoreline, WA, or our Bellingham Field Office (BFO) in Bellingham, WA 

Upon hire, you must live within a commutable distance from the duty station. Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $5,392 – $7,253 per month.  
 
Are you passionate about protecting the water quality in Washington State? As the population grows, urban development increases. This means more people, more developed land, and an increase in stormwater runoff and potential pollution to Washington’s waters. Ecology issues permits under federal and state laws to control surface and groundwater pollution from runoff. We are looking for applicants to join our dedicated team who have knowledge in water quality-related planning and implementation; experience developing, planning, and coordinating stormwater programs; and the ability to work collaboratively and effectively with local governments.

The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

Duties
Municipal stormwater general permits regulate discharges from municipal stormwater systems. These drainage systems are separated from sanitary sewer systems and are owned or operated by cities, counties, and other public entities. As a Municipal Permit Implementation Planner, you serve as an independent project manager responsible for guiding the development and implementation of municipal stormwater programs at the city and county level in the Northwest Region. This position is assigned to municipal stormwater permittees in Whatcom, Skagit, Island, San Juan, and Snohomish counties.

 What you will do: You will guide the development and implementation of municipal stormwater programs in the Northwest Region. To do this, you will:

  • Provide consultation and stormwater planning assistance to local government agencies.
  • Assist municipalities in developing, planning, and coordinating stormwater programs beneficial to water quality.
  • Contribute as a member of a team toward the reissuance of the Municipal Stormwater Permits to continually adapt permit requirements in response to new information and technological advancements.
  • Respond to inquiries, complaints, and other requests for technical assistance from permittees, other agencies and programs, and the public.
  • Review, comment, and approve permit submittals.
  • Conduct compliance assurance activities including inspections and audits of permittee programs, and initiate enforcement actions as needed.

Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Option One: A Bachelor’s degree in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field 
AND
Four years of professional experience as above in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Experience may include:
• Familiarity with stormwater permits or stormwater guidance manuals
• Facilitating or coordinating multi-party meeting management or negotiations
• Assisting entities with regulatory requirements, including options for coming into compliance or technical assistance
• Planning or project management related to environmental programs

Options Two:
A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,
AND
Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Experience may include:
• Familiarity with stormwater permits or stormwater guidance manuals
• Facilitating or coordinating multi-party meeting management or negotiations
• Assisting entities with regulatory requirements, including options for coming into compliance or technical assistance
• Planning or project management related to environmental programs

Option Three:
One year of experience as an Environmental Planner 2 at Ecology

Special Requirements/Conditions of Employment: 

  • Must possess and maintain a valid driver’s license
