The Water Quality Program within the Department of Ecology is looking to fill two Municipal Stormwater Permit Implementation Planner (Environmental Planner 3) positions. 

One position is located in our Central Region Office (CRO) in Union Gap, WA, and the second position is located in our Eastern Region Office (ERO) in Spokane, WA. Upon hire, you must live within a commutable distance from the duty station.


Join our team leading water quality environmental planning and permitting in the Eastern and Central Regions of Washington state! In this role, you will be a key team member working with municipalities owning and maintaining a stormwater system to plan for necessary improvements and implement permit requirements. You will track important permit records, review submittals for compliance with environmental rules and laws, and conduct regular inspections and audits of municipal stormwater management programs. Experience in these positions will advance your career in environmental permit management, compliance, and inspection as an environmental planner.

Program Mission: The mission of the Water Quality Program is to ensure that all aquatic life and communities in the watershed experience cool, clean water to refresh and sustain us in a changing climate.

Tele-work options for this position: These positions will be required to work in the office (one at CRO and one at ERO) for the first month. What makes this role unique? 

In these positions, you will be joining a team of passionate public servants who work in regulating activities that impact Washington’s waters. This role provides a great opportunity in working with the regulated community, managing water quality permitting, and supporting the ongoing protection and preservation of the state’s waters.  


What you will do: 

  • Assist municipalities in developing, planning, and coordinating stormwater programs beneficial to water quality. 
  • Coordinate activities for reissuance of the Municipal Stormwater Permit and the implementation of permit required activities.
  • Develop policies, procedures, and standards of adequacy for municipal stormwater permit related policies and efforts.
  • Conduct regular inspections and audits of municipal stormwater programs to ensure compliance with permits.
  • Serve as the regional program expert for the Eastern Washington Phase II Municipal Stormwater General Permit.

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.


Option 1:

A Bachelor’s degree with major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field. 




Four (4) years of experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2:

A Master’s degree with major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field. 




Two (2) years of experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 

 Option 3:
 One (1) year of experience as an Environmental Planner 2, at the Department of Ecology. 

 Special Requirements/Conditions of Employment: 

  • Must obtain and maintain a valid driver’s license.
