Are you passionate about conservation and land use planning?
The Land Use Conservation & Policy (LUCP) Section leads WDFW’s land use conservation work within the Ecosystem Services Division of the Habitat Program. As a key member of our team, you’ll work alongside state agencies, local jurisdictions, and land managers to ensure that the needs of fish and wildlife are integrated into land use plans, policies, and ordinances. This work makes lasting contributions to the department’s goals to conserve and protect native fish and wildlife and the associated objectives of the Habitat Program:
- Habitat exists in sufficient quantity and quality to achieve fish and wildlife conservation, recovery, and harvest goals;
- Habitat and ecosystem functions necessary for fish and wildlife survival and recovery are protected and restored; and
- Habitat connectivity is maintained and restored.
You’ll play a vital role in supporting cities and counties in their updates of comprehensive plans, critical areas ordinances, and shoreline master plans as mandated by the Growth Management Act (GMA) and the Shoreline Management Act (SMA).
In this role, you’ll empower regional staff to be ambassadors for the agency in local land use planning efforts, with headquarters staff like yourself providing crucial support.

Duties
-
Our Land Use Conservation & Policy Planner will,
- Serve as a LUCP senior planner responsible for facilitating technical assistance to local jurisdictions in all six WDFW regions in support of comprehensive plan (comp plan) and critical areas ordinance (CAO) updates under the GMA and Shoreline Master Program (SMP) updates under the SMA.
- In conjunction with the division and section lead staff, consult with Regional Habitat Program Managers or their designee to design, develop, and implement a local engagement strategy for each region, sub-region, and/or county that is consistent with WDFW goals and priorities.
- Support WDFW regional review of draft comp plans, CAOs, and SMPs to identify areas of strength and weakness relative to protecting, restoring, and enhancing fish and wildlife and their habitats.
- Develop and deliver resources such as training, tools, and talking points to regional staff that facilitate the incorporation of Priority Habitats and Species and other best available scientific information into land use plans, policies, and development regulations.
- Support ongoing communication and collaboration between WDFW Regional Land Use Planners and cities/counties throughout their land use planning implementation processes such as project proposal review and monitoring and adaptive management efforts.
- Proactively coordinate with staff at other state agencies (e.g., Commerce, Ecology, SCC, DNR, RCO) as appropriate to promote consistent “state family” feedback and messaging to local jurisdictions.
- Proactively engage with and assist other staff and work within the LUCP section and more broadly as needed throughout WDFW.
WORKING CONDITIONS:
- Work Setting, including hazards:
- Typical office setting, with partial remote work options available.
- Office hazards include working under fluorescent light, looking at computer monitors for long periods of time, sitting or standing for long periods of time.
- Schedule:
- Monday – Friday, 8:00am – 5:00pm or equivalent, including a one-hour lunch break.
- A minimum of 20% of work time is in-person.
- Flexible schedule options available after completion of probation/trial service period.
- Travel Requirements:
- Occasional travel for training and to meet with other agency staff and/or local jurisdiction staff.
- Tools and Equipment:
- Standard desktop or laptop computer workstation. Cell phone.
- Customer Interactions:
- Regular: Program, Division, and Section level management and staff; other WDFW programs and divisions; Regional Habitat Program staff; city and county planning staff/directors and consultants; other state agency staff.
- Occasional: Local elected officials; tribal natural resources staff; non-profit organization staff.

Qualifications

REQUIRED QUALIFICATIONS:
- Bachelor’s degree in urban, regional, or community planning; natural resource management; ecology; fish and/or wildlife biology; or public policy with an environmental emphasis
AND
- Five (5) years of land use planning, policy, and/or natural resources management work experience within a local government, environmental/conservation organization, consulting firm, or natural resources agency.
- Ability to communicate effectively verbally and in writing.
- Ability to take interest in and understand others’ perspectives; easily recognize when others have important information, perspectives, or ideas to offer; demonstrate appropriate assertiveness; and be committed to the service of the public, WDFW mission, and team.
- Demonstrated success in fostering a collegial, collaborative, and productive work environment with colleagues who are not co-located.
Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
Certifications/Licenses:
- Valid driver’s license
PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- Master’s degree in urban, regional, or community land use planning; natural resource management; ecology; fish and/or wildlife biology with an aquatic emphasis; or public policy with an environmental emphasis.
- Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
- Working knowledge of the state’s Growth Management Act (GMA) and Shoreline Management Act (SMA).
- Knowledge of monitoring and adaptive management principles and current practices.
- Knowledge of the Puget Sound Partnership’s Action Agenda and regional planning framework.
