Position Summary: Washington Environmental Council/Washington Conservation Voters seeks a Fossil Fuel Campaign Manager to expand and deepen our coalition and strategic campaign work. This position includes policy analysis, coalition management, outreach and engagement, budget and fundraising, and strategy development. This is a high-profile position working in coalition with the existing Stand Up To Oil campaign and helping shape and inform emerging and evolving campaigns around fracked gas.
Through innovative and strategic coalition work, WEC and our partners have stopped more than a dozen coal, oil and gas projects and held the line against the fossil fuel industry for over a decade. Now, as our state transitions to a cleanenergy economy, our coalition and strategic campaigns are even more important to ensure we build a clean and equitable economy that takes lessons from the past and leapfrogs across false solutions the fossil fuel industry is pushing. This is a full-time position. Position location is flexible and may be based either out of WEC’s office in Seattle, WA or remotely from another location in Washington State. If outside Seattle, travel will be required to attend in-person office and coalition meetings, at the discretion of the Program Director.
The Fossil Fuel Campaign Manager reports to WEC and WCV’s Climate and Fossil Fuel Program Director.

Combined, we have a staff of 40 and work in a LEED-certified building in downtown Seattle with a view of Elliott Bay. Given the current pandemic we are working remotely and foresee doing that for an extended period of time. Our teams have access to a variety of online tools and systems that support working remotely. Our expectation is that we will eventually return to some schedule of safely working together in our downtown office.

This position will work with the Climate and Fossil Fuel Program Director to manage WEC’s work to stop new fossil fuel infrastructure. This includes both work as a member and a leader of the Stand Up To Oil coalition and a participant and strategic thinker for fracked gas coalition and campaign work.
- Strategically guide the Stand Up ToOil coalition through facilitating discussions that result in collective agreement and approaches on goals, strategy and tactics; managing coalition budget and acting as a liaison between WEC’s administrative team and coalition as fiscal manager; as well as engaging and sometimes leading communications, field and policy efforts for specific campaigns.
- Evaluate and organize around emerging needs around fossil fuels in our region.
- Inform and guide WEC’s fossil fuel work including conducting policy analysis, engaging with partners to understand and keep up on perspectives and issues, and help develop and often lead strategies and campaigns targeting the fossil fuel industry.
- Support fundraising for the fossil fuel work by reviewing and writing grant applications and reports as needed as well as supporting funder outreach on behalf of fossil fuel coalitions and WEC/WCV.
- Coordinate with WEC/WCV’s field, communication, and government affairs teams to achieve campaign objectives.
- Engage in organizational and program based strategic planning.
- Support WCV Political team as needed in assessing opportunities and priorities for furthering our fossil fuel state and local priorities, including engaging as needed in endorsement processes, campaigning, and communications andaccountability work.
- Manage contractors, as necessary, in support of coalition and organizational priority to stop fossil fuel.
- Engage with, and conduct outreach to, partners such as tribal nations, labor, communities of color organizations, and businesses.
- Serve as a spokesperson with the media as needed.
Required Skills & Experience:
- Demonstrated commitment to environmental protection with a racial justice frame.
- Proven leadership within a coalition, including strong facilitation skills and experience leading collaborations that build trust and collective power.
- Proven leadership / coordination of a campaign or complex project, including work plan development, and ability to manage simultaneous campaigns.
- Proven ability to develop a campaign or body of work to address an emerging issue.
- Ability to work collaboratively with people from different backgrounds and interests.
- Ability to travel across Washington as needed (see Working Conditions).
- Strong writing, verbal and analytical skills to ensure consistent and precise transmission of perspectives and ideas verbally and in writing.
- Demonstrated ability to perform confidently and comfortably in conflict situations and dynamic environments.
- Strong interpersonal skills and ability to negotiate between differing opinions and/or approaches.
- Excellent project management skills, keen attention to detail, and good judgment.
- Ability to work effectively both independently and within a team in a fast-paced, dynamic work environment.
- Familiarity with legal and policy framework in Washington State for environmental review, infrastructure permitting, and land use.
- Experience working productively with environmental justice organizations, labor, and tribal nations.
- Ability to talk to themedia on a fast-paced issue.
- Experience, or willingness to learn, budgeting processes.
Working Conditions and Physical Demands
This is a full-time position and is expected to work a standard work week of 40 hours. Some weeks may require additional hours to meet deadlines. The position involves office work and frequent sitting at a desk, using a computer and/or phone for long periods of time. Must be able to conduct business in English, though fluency in other languages is welcomed. For remote work, employees must maintain a workspace with an internet connection where they can reliably perform work during scheduled work hours. This position has the option of being primarily remote within western Washington state, given the focus of fossil fuel work. We anticipate this job will involve occasional travel to in-person meetings and staff gatherings, approximately once a month. Our teams have access to a variety of online tools and systems that support remote work and supervision.

Compensation and Benefits:
This is a full time, exempt position with a salary range of $63,500 -$67,500 depending on experience. We also offer a comprehensive benefits package including 100% employer paid medicaland dental insurance, 401k plan and organizational match of up to 3% of your annual salary, a flexible spending account, three weeks of paid vacation to start, a separate pool of sick leave, 12 paid holidays per year plus four floating wellness days, and (when we return to the office) an unlimited ORCA transit pass that covers several Puget Sound area transit agencies, including Metro, Pierce Transit, Sound Transit and Community Transit, and if you work for seven consecutive years you are eligible for a two-month paid sabbatical.
