In-Training- We are recruiting to hire at the Budget Analyst 3 (BA3) or Budget Analyst 4 (BA4) level. We will train a new hire at level BA3 up to the BA4 level.

Salary- Depending on which level you are hired at, your salary range will be as follows:

Budget Analyst 3 – $4,865.00 – $6,539.00 monthly

Budget Analyst 4 – $ 5,783.00 – $7,779.00 monthly

WHAT TO EXPECT –

Among the varied range of responsibilities held within this role, this position will:

 

Serves as the division expert that provides technical assistance to internal and external customers regarding highly complex budget, financial, and operational activities that result in improvements within the Fish Management Division.

  • Manages ongoing Fish Management Division budget, financial, and operational activities.
  • As one of two Fish Management Division budget experts, this position exercises discretion and independent judgment, conducts in-depth analyses/evaluation and provides recommended actions to identify and address issues, problems and opportunities related to Fish Management Division budget, financial, and/or business operations to internal and external constituents and manages implementation of changes for program effectiveness.
  • Assist program staff management of federal grants and local contracts, including developing spending plans and assisting with the submittal of contract amendments and grant applications.
  • Develop and implement financial monitoring tools and reports (i.e., development of projection and analytical models containing financial data) in coordination with the Fish Program Budget Manager and the Fish Management Division Manager for projections and fund balance management.

Serves as Division expert that leads the development and production of budget and financial reports addressing complex and sometimes unprecedented budget, financial, and operational issues.

  • Under the direction of the Fish Program Budget Manager, research and analyze expenditure patterns, organizational structure, and applicable state and federal regulations for issues requiring specific fiscal and operational expertise. These program wide issues are often complex and include unprecedented issues that have broad scope and significant impacts. This may include ad hoc research requests such as identifying recreational, commercial, and tribal funding levels, researching contract investments with specific entities, etc. 
  • Recommend and implement consultative actions necessary to meet critical division, program, and agency goals and objectives, policies, and rules. 
  • Provide consultative planning and detailed analysis to program staff in the development and monitoring of biennial and supplemental budget allotments for all fund sources including local and federal funds and associated match.

Biennial and Supplemental budget; Decision Packages; Fiscal Notes; Allotments/Spending Plans.

  • Assist subject matter experts to develop accurate and timely allotments, cost estimates and fiscal notes.
  • Write maintenance level decision packages after analyzing expenditure data.
  • Assist subject matter experts with the development of policy level decision packages.

Working Conditions:

Work setting: Work is performed in an office setting.  A portion of the work can be done remotely through telework.

 

Schedule: Monday – Friday, 40 hours per week, with flexibility around start and stop times. Workweek may occasionally be altered by supervisor to accommodate workloads.

 

Travel requirements: Occasional travel, including overnight, may be necessary.

 

 

QUALIFICATIONS:

Required Qualifications:

 

This Budget Analyst 4 (in-training) series provides mentoring and career development opportunities for candidates with limited experience.

 

Candidates will be hired as a Budget Analyst 3 or 4, dependent on skills and experience.

 

Upon satisfactory completion of the 12-month in-training plan, the selected candidate will automatically be promoted to a Budget Analyst 4.

 

Required Qualifications for the Budget Analyst 3:

 

A Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field. 

 

And

 

At least three (3) years of professional experience in budget, accounting, finance, or public administration. 

 

Or

 

Current or recent experience as a Budget Analyst 2 (BA2).

 

Or

 

Equivalent education/experience.

 

Please note:  Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

 

Required Qualifications for the Budget Analyst 4:

Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field.

 

And

 

Four (4) years of budget experience, including one complete biennial cycle, with increasing levels of responsibility.

 

Or

 

Current or recent experience as a Budget Analyst 3.

 

Or

 

Equivalent education/experience.

 

Additional qualifying experience in professional accounting, budgeting, finance, or public administration may substitute year-for-year of education.  A master’s degree in a related field may replace two (2) years of the required experience, but the budget experience of a complete biennial cycle is required.

 

 

Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • A Master’s Degree in business, public administration, accounting, economics, or statistics.
  • Fiscal Office or Contracts Office experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), the Office of Financial Management (OFM) regulations, and relevant federal regulations.
  • Knowledge of budget and business management practices
  • Knowledge of budgeting and accounting practices based on education and practical experience.
  • Knowledge of developing and managing a wide range of contracts/grant types, including federal, private/local, and interagency agreements.
  • Knowledge of how indirect rate management and match requirements are applied to a wide range of contract types.
  • Knowledge of the contracting processes and reporting requirements for other governmental agencies, including the U.S. Fish and Wildlife Service, National Oceanic and Atmospheric Administration (NOAA), Washington state Recreation and Conservation Office (RCO), Department of Ecology, and Bureau of Reclamation.
  • Knowledge of state financial systems including AFRS, ABS, TALS, SPS, BDS, CBS, Enterprise Reporting (Fastrack), and Web Intelligence (AdHoc).
  • Skill in creating spreadsheets, importing data from other sources, and creating tables and graphs from spreadsheet data.
  • Ability to conduct sound and detailed analyses from both a programmatic and a fiscal perspective.
  • Ability to be punctual with regular work performance and to use leave appropriately.
  • Ability to exhibit integrity and honesty and to maintain confidentiality.
  • Uses skills and abilities to complete complex tasks, including deciding which processes to use.
  • Ability to consistently follow applicable budget guidelines, WDFW policies, state and federal regulations, principles, and standards.
  • Must comply with internal policies and procedures governing conduct and budget management.
