The Opportunity
WSDOT is currently seeking a Transportation Engineer 2 to serve as the Environmental Inspector. This position acts as the Environmental Inspector for the SR 509 Completion project as well as project inspector responsible for oversight of Design Build activities. This position meets the organizations mission by providing Quality Verification (QV) Oversight of project specific environmental permits, commitments, plans and specifications. This position is critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion. 
 
What to Expect
Among the varied range of responsibilities held within this role, Environmental Inspector will:

  • Perform QV Environmental inspection of construction activities, auditing compliance with contract plans, specifications, permits and commitments. 
  • Perform field reviews of contractor installed Best Management Practices (BMPs). 
  • Respond to emergency field situations to document contractor response. 
  • Develop site and work specific pre-activity safety plans in advance of inspection activities and review on a regular basis as work progresses. 
  • Take time each day to plan for safely accessing and performing your work. 
  • Continuously monitor work areas and adjust as needed to ensure yours and others’ safety. 
  • Attend various field location meetings including safety tail gate discussions, Just In Time environmental trainings, and Pre-Activity meetings. 
  • Attend various weekly Task Force Meetings with the contractor. 
  • Take relevant notes and prepare responses for assigned action items. 
  • Attend meetings with Environmental Compliance Manager. 
  • Attend Safety Meetings provided by the Contractor and WSDOT. 
  • Write Environmental Inspector’s Daily Reports (EIDRs). 
  • Prepare project record and photographically document work activities and contract issues. 
  • Coordinate with the Contractor’s Environmental Manager, Environmental Compliance Inspector, and BMP maintenance crews related to needed BMP repairs. 
  • Perform QV inspection of construction activities, auditing compliance with contract plans, specifications, permits and commitments.
  • Check that permanent contract materials are only being placed that are approved. 
  • Audit to check that materials are being sampled and tested according to contract requirements. 
  • Review project progress and prepare field notes and other pay notes so that payment can be made in a timely manner for completed contract work. 
  • Assist the QV Chief Engineer with providing on the job training and support to TE-1s, TT3s, TT2s and TT1s at the job site.

Qualifications
To be considered for this opportunity, the following are required:

  • Two (2) years of experience as Transportation Engineer 1 or TT3 or equivalent as a project inspector 

OR 

  • Certification as an Engineer-in-Training and one (1) year experience as a TE1, TT3 or equivalent 

OR 

  • A Master’s degree with major study in civil engineering or closely related field.

In addition, the following are required: 

  • Effective communication skills, both orally and written, for working with groups and individuals representing Contractor, WSDOT, Local Agencies, Resource Agencies, and private citizens. 
  • Knowledge of and experience with construction administration procedures. 
  • Ability to read and understand construction plans and provisions and relevant mandatory standards. 
  • Ability to train and give direction to TE-1’s and technicians. 
  • Ability to work on uneven ground, carrying up to 35 pounds across heavy & uneven terrain, climb ladders and work in inclement weather, if needed, when performing field work. 
  • Valid Driver’s License.

It is preferred that qualified candidates also have:

  • Three (3) years as a construction project inspector. 
  • Certified General Inspector 
  • Knowledge of and experience with construction administration procedures for WSDOT projects. 
  • Knowledge of and experience with construction administration procedures for WSDOT projects. 
  • Knowledge of WSDOT Construction Manual, Design Manual, and Environmental Manual.
