The Capital and Asset Management Program mission is to serve the Department by delivering technical and professional engineering, construction, and maintenance to sustain facilities, infrastructure and ecosystems under the Department’s care. As a licensed Professional Engineer, this position performs professional environmental engineering duties for the restoration of existing facilities and construction of new facilities for fish supplementation, water distribution, fish passage, wildlife viewing, marine and inland recreational water access and general Department infrastructure facilities.

Selected candidates will be hired into either class based on qualifications – this recruitment does not offer an in-training option. Depending on which level you are hired at, your monthly salary will be as follows:

Environmental Engineer 2 – $5,615 – 7,552 Monthly

Environmental Engineer 3 – $6,510 – $8,758 Monthly

Picture yourself, handling the preparation of preliminary engineering designs, cost estimates, feasibility studies, final engineering designs, and plans/specifications. 

In this dynamic role, you will be utilizing technical design and analysis skills in civil, structural, hydraulic and environmental engineering for the design and construction of hydraulic structures to support the Department’s mission.

With your experience, prepare, review, and negotiate with applicable parties for environmental permits, regulatory orders and environmental plans and monitoring programs for assigned program(s).

Duties

Depending on qualifications, expectations of the position’s duties and level of supervision may vary.

Our Environmental Engineer will, 
Design/Manage Engineering Projects: 

  • Prepares preliminary engineering designs, cost estimates, feasibility studies, final engineering designs, plans and specifications utilizing technical design and analysis skills in civil, structural, hydraulic, and environmental engineering to support the Department’s mission.
  • Reviews and/or approves detailed engineering plans and specifications, site plans, engineering reports and/or operation and maintenance of environmental systems.
  • Provides engineering expertise to the review and evaluation of proposal or existing environmental permits and permit applications. 

Manage Public Works (PW) Contracts and Architects/Engineers (A/E) Contracts: 

  • Administers and acts as the Department’s representative for PW Contracts for construction and A/E contracts for design of Department capital construction projects.
  • Manages PW Contracts and Contractors. Manages A/E Contracts and Consultants.
  • Obtains, updates, and maintains plans, permits, and standard operating procedures.

Create and Manage Budgets:

  • Develops and monitors project budgets.
  • Assists in budget implementation, forecasts, and administration. 

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • 70% Office: Duties are performed in an office setting. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
    • 30% Travel/Field: Work in all weather conditions, including extreme heat, rain, or snow. Work in rough terrain, riverbanks, slippery slopes, and other surfaces in all types of weather conditions. 
    • Must be able to negotiate water in emergency situations.
  • Schedule:
    • Duties are typically performed in an office setting from 8:00 am to 5:00 pm Monday through Friday.  However, more working hours are anticipated during the construction season.
  • Travel Requirements:
    • 30% Travel/Field 
  • Tools and Equipment:
    • Computer hardware and software; multi-line telephones.
  • Customer Interactions:
    • Frequent interaction with planners, surveyors, biologists, project coordinators, hatchery staff, budget and contracts staff, and consultant engineers to develop project designs and implement project construction.

REQUIRED QUALIFICATIONS:

To qualify at the Environmental Engineer 2 Level:  

  • Master’s degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND one (1) year of experience in environmental engineering. 

OR 

  • An Engineer-In-Training Certificate AND two (2) years of environmental engineering experience (accredited coursework/internships may count towards experience) 

OR

  • Bachelor’s degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND two (2) years of environmental engineering experience (accredited coursework/internships may count towards experience)

To qualify at the Environmental Engineer 3 Level: 

  • Master’s degree with major study in one of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND two (2) years of experience in environmental engineering. 

OR

  • An Engineer-In-Training Certificate AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND three (3) years of experience in environmental engineering. 

OR

  • Bachelor’s degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND three (3) years of experience in environmental engineering.

Please note:

  • A Ph.D. in one of the above engineering fields may substitute for two (2) years of the environmental engineering experience.
  • Requirements for professional registration as an engineer in the state of Washington are eight (8) years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six (6) months of appointment to this class.

The Environmental Engineer 2’s and 3’s must have: 

  • License:
    • Valid driver’s license.

PREFERRED QUALIFICATIONS: 

  • Experience:
    • With public works contracting laws and regulations.
    • Five (5) years of on-the-job training (beyond education requirements) in a diverse work setting. 
  • Knowledge of:
    • Principles and practices of engineering.
    • Design, construction and operation of water supply, water treatment, and civil structures.
    • Physical and biological sciences as related to engineering.
    • Laws and regulations governing environmental issues.
    • Fish hatchery operations, fish behavior, fish passage, and screening regulations.  
  • Ability to:
    • Evaluate technical engineering data and computations.
    • Develop designs involving engineering theory and judgment.
    • Plan, promote, and administer engineering projects.
    • Establish and maintain cooperative working relationships with public officials and community groups.
    • Write engineering reports and proposed legislation.
