The DNR’s Enterprise Project and Performance Management Office (EPPMO) is seeking a skilled and energetic individual to develop and maintain frameworks around mapping and leading teams to improve process. This is a start-up EPPMO with opportunity to provide creative input and establish ownership. The Enterprise Business Process Specialist serves as consultant to management related to health, performance and status of implementing agency strategic initiatives utilizing process improvement and standard work in support of its goals and mission.

Duties
Responsibilities:

  • Establish positive and productive rapport with DNR employees at all levels.
  • Lead the EPPMO in business process analysis and documentation.
    • Develop comprehensive business requirements
    • Develop cross-functional flow charts
    • Develop training, learning and reference materials
  • Lead and oversee business transformation and process improvement activities.
    • Work with project teams to transform and standardize business processes and practice
    • Ensure seamless integration of business processes with new information technology systems
  • Lead and coordinate 30-60-90 day performance reviews of standardized and improved processes to ensure desired outcomes are achieved, and lead adjustments as needed when those are not achieved.
    • Work with operational and policy leaders to develop performance measures
    • Establish a performance reporting framework
  • Produce and maintain complex reports and dashboards related to agency initiatives and performance for use by diverse groups of staff, management, the public and other governmental entities.
  • Assist the EPPMO in developing and implementing agency standards for business transformation and process improvement activities.

Qualifications
Required Qualifications: 

  • Bachelor’s degree in public administration, business administration or closely related field AND two years’ experience in project, change and/or performance management.
    OR any combination thereof may substitute year for year for education requirement.
  • Demonstrated experience and proficiency in two or more of the following areas: 
    • Project management
    • Performance measurement/management
    • Business analysis and requirements development
    • Continuous improvement
    • Preparing and presenting effective and accurate analysis narrative, statistical and graphical reports
  • Demonstrated experience:
    • Create work plans, proposals, briefings and training
    • Use schedules, timelines and other graphics to report status and stay on track
    • Break down, sort and synthesize information, identify trends and key themes, form accurate conclusions and display through charts and graphics, and develop appropriate action steps and recommendations
    • Improve and streamline work processes beyond the specific assignment, focusing on outcomes and taking calculated risks – flexible and able to embrace challenges and change
    • Create, establish, monitor and measure work plans, and work with others to enhance and enable work plan implementation
      organize multiple assignments, and produce work products that are accurate, thorough and on-time
  • Intermediate skill level/proficiency with Microsoft Word, Excel, PowerPoint and Visio.
  • Intermediate skill level/proficiency with design, build and administration of project libraries, lists and toolkit platforms such as Microsoft SharePoint.
  • Intermediate skill level/proficiency with design, build and administration of process improvement approach and projects.

    • Preparing and presenting effective and accurate analysis narrative, statistical and graphical reports.
  • Continuous improvement and/or project management training and certification.
  • Advanced skill level/proficiency with Microsoft Word, Excel, PowerPoint and Visio.
  • Advanced skill level/proficiency with design, build and administration of project libraries, lists and toolkit platforms such as Microsoft SharePoint.
  • Advanced skill level/proficiency with design, build and administration of process improvement approach and projects.
