The Opportunity
WSDOT is currently seeking an energetic team member with the drive and passion in the field of environmental science and community involvement who can comfortably work in office and field settings. As part of our environmental team, this position helps WSDOT meet the agency’s mission and goal of Environmental Stewardship by improving environmental conditions and leaving it better than before. This position provides environmental support to projects for scoping, design, construction and post-construction efforts to meet NEPA/SEPA environmental review and permitting requirements as well as aid in planning and conducting transportation studies related to Air Quality, Acoustics, and Energy to meet regulatory requirements.
Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Planning Specialist 1 or 2 level. The salaries for these classifications are as follows:
Transportation Planning Specialist 1: $55,755 – $75,096 annually depending on qualifications.
Transportation Planning Specialist 2: $61,639 – $82,845 annually depending on qualifications.
What to Expect
Among the varied range of responsibilities held within this role, the Acoustics, Air Quality and Energy Assistant will:
- Prepare environmental documentation and nighttime noise variance applications needed for statewide design/construction projects.
- Collect field data as needed to support noise studies and construction monitoring requirements including deploying, maintaining, and troubleshooting noise and vibration monitoring equipment.
- Participate in meetings with community members and other stakeholders to discuss projects and answer questions related to acoustics, air quality, and energy.
- Conduct field reviews of environmental conditions of various field/construction sites for environmental compliance and provide recommendations as needed.
- Ensure that all air quality, acoustic and energy regulations, and policies are followed.
Qualifications
This is a Transportation Planning Specialist 2 position. However, the hiring manager reserves the right to fill the position at a TPS 1 or TPS 2 level (depending on qualifications), providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
To be considered for the TPS 1 level, the following are required:
- A Bachelor’s degree involving major study in environmental science, natural or physical science, public administration, planning, engineering, or closely related field and at least one (1) year of professional experience involving the application of environmental regulation. Analysis of environmental issues will also be considered qualifying experience.
OR
- A Master’s degree in an applicable field may also substitute for the required experience.
To be considered for the TPS 2 level the following are required:
- A Bachelor’s degree involving major study in environmental science, natural or physical science, public administration, planning, engineering, or closely related field and at least one (1) year of professional experience involving the application of environmental regulation. Analysis of environmental issues that involve transportation will also be considered qualifying experience.
OR
- One (1) year as a Transportation Planning Specialist 1 or Transportation Engineer 1, Transportation Planning Technician 3, Transportation Technician 3, Landscape Designer 1, or equivalent classification in city or county agencies.
OR
- A Master’s degree in academic fields listed above.
In addition, the following is required:
- Valid Drivers license.
- Experience accurately applying complex mathematical calculations and using a computer to evaluate data and develop Word documents.
- Ability to communicate effectively both orally and in writing to meet the needs of diverse customers and staff in a variety of complex, technical and non-technical project delivery situations.
- Ability to learn and conduct various environmental computer models, use computers efficiently and effectively.
- Experience and ability to work effectively under stress.
- Ability to understand and provide clear written and verbal directions.
- Experience prioritizing and handling multiple work assignments and understanding project schedules.
- Ability to traverse steep and unstable slopes and work in unprotected, high traffic conditions, transport up to 25 lbs.
It is preferred that qualified candidates also have:
- Knowledge or experience using FHWA Traffic Noise Model (TNM), Geographic Information System (GIS), MicroStation, Microsoft Excel including use of formulas/macros.
- Experience using field equipment and maintenance and collecting field data.
- Experience with community engagement.
- Acoustical classwork or training, physics classwork or training.
