The Washington State Liquor and Cannabis Board (WSLCB) seeks an innovative and collaborative professional to lead the Agency’s efforts to strengthen the development and implementation of diversity, equity and inclusion initiatives in support of the Agency’s mission, policies and processes. The Diversity Equity and Inclusion Manager (DEI Manager) reports to the Director of Human Resource Services and collaborates with senior management and staff to establish and ensure there is alignment of diversity, equity and inclusion efforts across the agency.

Duties

Position Profile

The DEI Manager will have demonstrated skill in leading diversity, equity and inclusion work, and have the ability to influence change throughout the Agency with effective relationship building skills across the Agency.  The incumbent will have strong project management skills to include written and verbal communication with a strong ability to translate data into strategy and action plans. The DEI Manager will have an awareness and understanding of the national trends and issues impacting DEI.

Some of your primary responsibilities include:

  • Drive DEI goal attainment through program management and defined project plans; manage implementation activities, and develop processes, documentation and communications for program/process rollout and ongoing support.
  • Evaluates and leads the agency DEI development efforts by identifying areas for improvement and assessing the short and long-term DEI goals in the agency strategic plan.
  • Define key performance indicators by developing metrics for DEI programs and processes, aligned with agency organizational objectives.
  • As a DEI subject matter expert, contribute perspective, insights, and knowledge, and taking a balanced consultative and systematic approach to enable the organization to achieve measurable results.
  • Provide coaching to managers via one-to-one and group interactions to define effective project plans and key performance indicators by developing metrics for DEI programs and processes that align with the agency and DEI organizational objectives.
  • Proactively identify risks/challenges, providing solutions, resolving risks/challenges, and overcoming hurdles to drive results.
  • Track legislative concepts regarding DEI and recommending changes to policy, processes or program as needed.
  • Represent LCB as a DEI liaison to the Office of State HR, OFM.
  • Listens to and gives voice to emergent issues of diversity, equity and inclusion within the agency.
  • Be a Lead HR Resource to the LCB Diversity Council.
  • Conduct thorough and timely investigations into allegations of potential violations of DEI policy.
Qualifications

REQUIRED QUALIFICATIONS

Bachelor’s degree and three (3) years of successful professional experience related to Diversity, Equity, and Inclusion. Experience may be substituted year for year for education.

In addition to the qualification above, candidates must have the following:

  • Demonstrated ability to conduct investigations, write investigation reports, and communicate effectively.
  • Thorough knowledge of nondiscrimination laws.
  • Strong analytical skills and the ability to assess highly sensitive situations.
  • Subject matter expertise in DEI and experience developing and implementing strategies with progressive responsibility.
  • Skilled facilitator and competent in leading and training work groups.
  • Understanding of the national and regional conversation around DEI and a keen sense of best practices and emerging issues.
  • Demonstrated commitment to implement program innovation, assessment and metrics-based management.
  • Ability to travel and maintain a valid Washington driver’s license.

DESIRED QUALIFICATIONS

  • Experience with collective bargaining policies and procedures, labor relations, civil service laws and HR principles and practices.
  • Experience facilitating trainings on diversity awareness and racial equity and related topics.
