The Department of Natural Resources (DNR) has an exciting opportunity within our DNR Geoduck Dive Compliance Team. This position reports to the Geoduck Operations Manager of the Operations Section within the Natural Resources Police unit of DNR. Supports the operation of the DNR Geoduck Compliance Dive Team by maintaining all dive equipment, technician certifications, record-keeping functions, and worker safety requirements. Provides technical expertise, develops standards, and monitors compliance with dive program regulations and policy. Manages the dive program records center, is the lead for dive program reviews, and conducts dive equipment research, acquisition, and training. Monitors daily dive and worker safety requirements for dive operations, fishery compliance activities, and facilities management performed by DNR. Works in collaboration with the Dive Team Training Supervisor ensuring the Dive Locker (Blue Mountain Facility) is inspected and maintained to meet requirements of the DNR Injury Prevention Manual. The incumbent interacts with all Dive Team members, the DNR Dive Supervisors (Safety and Training Officers), their supervisory chain of command, and local, state, and federal agencies & scientific institutions. Serves as a member of the Dive/Compliance team on an as-needed basis. -

Qualifications

Required Qualifications:
- Completed an accredited ADC commercial dive school, or equivalent training;
OR possesses an instructor-level certification from a professional teaching agency that enables the candidate to train and certify scuba divers;
OR five years of documented equivalent training or experience can be substituted for required education/training. Incumbunt must have 1 year of experience actively diving under the auspices of a private, state, or federal commercial diving program or equivalent. - Ability to teach and present findings in written and oral formats to colleagues and managers.

- This position’s assigned duty station is the Blue Mountain Dive Locker near Tumwater, WA. This position works within the Dive Locker and is regularly assigned to work on a vessel in a variety of weather conditions and occasionally work in the Natural Resources Building.
- This position travels regularly. The employee is eligible for per diem and lodging costs when in travel status, except when provided.
- A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
- The position must pass an annual dive physical exam performed by a licensed physician with board certification in Undersea and Hyperbaric Medicine to participate in dive operations.
- Must complete a minimum of twelve (12) dives annually to participate as a qualified DNR Diver.
- This position has been identified as “safety-sensitive” and the successful candidate is subject to pre-employment and reasonable suspicion drug testing.
- This position requires an employee to tow dive vessels on trailers and operate vessels on the water as part of their professional duties. Complete a DNR-approved boater safety education course, and vessel operations task book, and pass a skills test within six (6) months of employment.
- Must pass a pre-employment dive evaluation, demonstrating aquatic abilities.
- Employee must read, understand, and adhere to the DNR Diving Manual, policies, and operating procedures.
- The position must maintain current equipment repair technician certifications and document maintenance schedules, as required by Chapter 296-37 WAC and the DNR Diving Manual, for specified dive gear and support equipment used by the Dive Team Maintenance certifications, can be acquired post-hire date, however, the incumbent should have prior experience maintaining dive equipment. DNR will pay for the necessary certifications required to maintain dive team gear.
- Knowledge of the state’s geoduck fishery including DNR’s harvest agreements, regulatory permits, the Commercial Wild Stock Geoduck Fishery Management Plan and Final Supplemental Environmental Impact Statement, and the Low-Effect Habitat Conservation Plan for the Commercial Wild Stock Geoduck Fishery (HCP).
- General working knowledge of Tribal Treaty Rights in Washington State as part of the “Boldt” and Rafeedie” decisions.
- Skilled in vessel dive boat handling trailering. Knowledge of USCG regulations pertaining to navigation and a minimum of at least one year of experience operating a vessel in marine waters.
- Background in contract administration.
- Experience in the role of Designated-Person-In-Charge (DPIC). Experience coordinating dive team assignments, planning and operations, personnel training, record keeping, and equipment acquisition and repair; and, an accomplished diver with 100 or more SCUBA dives in cold water using a dry suit and being comfortable in low visibility conditions.
- Knowledge of the Department of Fish & Wildlife, Department of Natural Resources, and Department of Health regulations pertaining to the harvesting and transporting of shellfish.
- Completed an accredited ADC commercial dive school, or equivalent training;
