FUNCTION: With a high degree of initiative, responsible for leading the sustainability efforts of the College and supervising the Energy Management department.  Provides strategic and tactical leadership to ensure safe, reliable, and sustainable operation of all energy and energy information systems.

MAJOR REPONSIBILITIES:

Essential Job Functions: 

  • Create and administer a strategy to integrate sustainability into the operational functions of the College. This includes improving energy efficiency and reporting from the project planning phase, through construction, and into operations.
  • With Facilities and Campus leadership, and initially with outside consultant assistance, develop and implement practical strategic sustainability and energy management plans across all sectors of the College’s built environment.
  • Ensure each individual facility and system in the College has a five-year energy efficiency and retro-commissioning program in place to support continuous reduction in the amount of energy required per square foot or per occupant, as appropriate.
  • Produce and/or Supervise an annual energy audit, including: a review of energy bills and rates; analysis of energy use patterns; benchmarking against comparable facilities; identifying potential savings; determining the return on investment of alternative efficiency measures; and presentation of an audit report with recommendations to College leadership.
  • Establish and supervise a robust predictive, preventive, and corrective maintenance program that continually reduces the number of BAS points that do not actively contribute to system efficiencies and which verifies the efficacy of Electrical, HVAC, and Plumbing craft maintenance efforts.
  • Understand the codes and standards that guide indoor air quality and energy efficiency requirements. In consultation with Facilities Maintenance, develop, manage, and implement best practices for the safe, reliable, and efficient operation of all building and utility systems, and be able to readily adapt in response to situational changes.
  • In consultation with Facilities Maintenance, establish Mechanical and Construction standards for the College’s built environment. Advise and assist the Construction function with integration of those standards into all projects.
  • Institute and oversee a robust system of commissioning and retro-commissioning to obtain the lowest energy use obtainable for any required operating condition.
  • Manage the collection and reporting of all utility related data and make program changes based on trends and data analysis. Prepare, manage, and oversee all project and operating budgets. Verify utilities consumption, rates, and prompt payments. Provide periodic performance reporting of these items.
  • Identify and pursue opportunities for grant funding, rebates, loans, or other programs that reduce energy consumption with positive returns on investment. Calculate the Return on Investment (ROI) for capital and operations projects and evaluate their success upon completion.
  • Promote and communicate the College’s sustainability and energy efficiency efforts to internal and external audiences.
  • Author the scope of anticipated services for outside engineers and contractors in support of energy efficiency projects, negotiate contracts for their respective services, and oversee delivery of those services.
  • Lead, motivate, and train internal staff tasked with identifying opportunities to reduce the greenhouse gas emissions and reduce energy use.
  • Responsible for evening, night, and holiday visits to College facilities to ensure compliance with energy management practices and established procedures.
  • Provide oversight and support to the Central Utilities Plants to ensure equipment is operating and maintained in proper condition.
  • Consult with other Directors and become a knowledgeable source for all campus utility infrastructure maintenance and operations. Integrally support other administrators on planning strategies including business continuity, emergency response, master planning, fiscal management, and presentations.

Additional Job Functions:

  • This position has been designated as essential personnel and may be required to report to work during adverse weather conditions or during times when the College may be operating on an alternate schedule.
  • This position may assist with restoration efforts under the direction of competent authority.

Knowledge, Skills and Abilities:

  • Good organizational skills with the ability to prioritize workload and manage financial activities.
  • Advanced knowledge of the principles, practices, and theories of energy management.
  • Knowledge of budgeting. Demonstrated financial and project/program management skills.
  • Strong analytic skills, particularly related to life-cycle costing, return-on-investment, rates and tariffs, and energy metrics.
  • Working knowledge of environmental, energy, or sustainability programs.
  • Strong working knowledge of current building/energy codes and general industry standards.
  • Working knowledge of Texas Government and Education Codes as they relate to energy management within the College.
  • Proficiency with ENERGY STAR Portfolio Manager accounts.
  • Ability to build consensus across large, diverse stakeholder groups. Strong interpersonal and communication skills with public speaking and publication-ready writing skills required.

Required Education:

  • Bachelor’s in degree engineering, environmental science, or a related field; or an equivalent combination of training and experience.

Preferred Education:

  • Master’s degree in engineering, environmental science, or a related field.

Required Experience:

  • Ten years of experience in the engineering and related management fields, with specific experience in institutional facilities management concentrating on operations and maintenance of mechanical and control systems. To include not less than four years of experience implementing environmental, energy, or sustainability programs.

Preferred Experience:

  • Prior experience in an educational environment.
  • Successful track record of improving energy efficiency in an institutional setting.

Required Licenses/Certifications:

  • Valid Texas driver’s license or the ability to
    obtain one within 90 days of hire
