The Department of Natural Resources has an exciting opportunity within our Aquatic Resources Division. Come help us manage state-owned aquatic lands (SOAL), so that people and orcas thrive, businesses and eelgrass meadows grow, and waterfront public access and salmon are preserved in perpetuity. We are looking for an aquatic land technician to join our team of eight professional staff who are based in beautiful Skagit County, which stretches from the Cascade Mountains to Puget Sound. The Aquatic Land Technician supports aquatic land management activities for the majestic rivers, lakes and marine waters of Whatcom, San Juan, Skagit, and Snohomish counties and Camano Island by providing technical and administrative support to Orca-Straits District Aquatic Land Managers and the Orca Unit District Manager.

The Aquatic Land Technician plays an important supporting role in managing state-owned aquatic lands and we will entrust you with a diverse set of responsibilities including the following:

  • Managing use agreements that authorize various uses of state-owned aquatic land, including mooring buoys and rights of entry.
  • Communicating with business partners, applicants, and the general public, providing technical information regarding contracts, aquatic programs, policies, laws and regulations.
  • Tracking and managing contract requirements including insurance certificates, financial security instruments, financial accounts and other contract obligations.
  • Assisting Land Managers with document preparation related to aquatic land use contracts.
  • Tracking and maintaining billing accounts by inputting information into a financial database.
  • Calculating rents and inflation or tax adjustments.
  • Tracking the flow of information and work by using spreadsheets, reports, and contract management software.
  • Managing, organizing, and auditing files, data, and land surveys.
  • Assisting Land Managers with field work, including compliance checks and site inspections.

Responsibilities:
You will be entrusted with an array of responsibilities including the following:

  • Independently manage routine aquatic land use agreements and contracts that authorize various uses of SOAL, including mooring buoy registrations and other types of routine authorizations as assigned
  • Manage rent and other financial aspects of the aquatic use authorizations and contracts, including insurance and financial security (bonds, bank account assignments).

Undertake communication, property records management and information management as follows:

  • As a primary contact, receive public inquiries regarding the use and management of SOAL. Respond to and provide technical information regarding aquatic programs policies and guidelines. Provide materials and instructions on how to apply for use of SOAL. As necessary, refer questions and comments to Land Manager staff and District Manager. Respond to inquiries from Division and Region Aquatic’s staff.
  • Provide technical support and training to Land Manager staff and District Manager on the DNR custom database systems.
  • Independently communicate with lessees on the signing of documents (wet signatures or electronic signatures) and as a licensed notary provide notary service (in person or remote) as needed. Transmits final documents to all parties.
  • Update and keep the District work flow tracking system current, and/or develop other spreadsheets, databases, or reports that track work activities and functions as needed.
  • Coordinate file management with Title and Land Records office to ensure District files are organized, complete, and reconciled with Division files.
  • Examine, prepare, and distribute documents in response to public and internal service requests.
  • Distribute notices and other general correspondence to business partners and follow up on general contract requirements.
  • Perform closeout/archival process for canceled and/or terminated agreements.
  • Assist in the collection, organization and management of formal records and files.

Required Qualifications: 

  • Associate’s Degree and two years of work experience in natural resource management, real estate, forestry, science, engineering, land use or environmental planning, business or other relevant field
    OR a combination of education and/or equivalent experience.
  • Experience with managing records and files.
  • Experience with understanding, interpreting and enforcing contract terms.
  • Experience with working within a team.
  • Experience interpreting laws, regulations and policies pertaining to management of aquatic land.
  • Proficient at using computers and software such as Microsoft Word, Excel, Outlook, and GIS.
  • Proficient at speaking, writing and reporting clearly and effectively.

Special Requirements and Conditions of Employment:

  • Work setting is primarily an office setting with minimal field time.
  • Travel may be required to locations within the District or Olympia. Most travel is by car. Most travel requires less than two concurrent nights away. Overnight travel is unusual but may occur.
  • This position will be required to obtain and/or maintain a Washington State Notary License with remote and electronic notary endorsement upon hire.

Desired Qualifications: 

  • Bachelor’s Degree in natural resource management, real estate, forestry, science, engineering, land use or environmental planning, business or other relevant field.
  • Experience with insurance, securities, budget tracking, invoicing, and accounts receivable.
  • Proficient at using an accounting or contract management system, such as NaturE and Salesforce.
  • Experience with recognizing land uses and potential land uses.
  • Experience working with leases or other legal contracts and ability to understand interpret and enforce contract terms such as rent, insurance and financial security requirements.
  • Experience in negotiating leases.
  • Knowledge of laws, regulations and policies pertaining to management of state-owned aquatic lands.
