The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill an Affordable Housing Cleanup Grant Program Planner (Environmental Planner 4) position. This position may be located in the following locations:
- Headquarters Office (HQ) in Lacey, WA.
- Northwest Region Office (NWRO) in Shoreline, WA.
- Central Region Office (CRO) in Union Gap, WA.
- Eastern Region Office (ERO) in Spokane, WA.
Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,195 – $8,328 per month.
As the Affordable Housing Cleanup Grant Program Planner, you will be part of the Financial Services Unit of the Toxics Cleanup Program (TCP). With TCP’s focus on cleaning up pollution, you will lead the grant program in supporting cleanups that have an affordable housing end use. You will develop policies around the grant program and create and publish documents to support its implementation. Building and testing grant applications in the Ecology grant database, you will be preparing for every facet of the grant application and solicitation process. In addition to providing training and support to applicants during open grant solicitations, you will also help screen submissions, ensuring the protection and integrity of the competitive process.
Your work will entail engaging with various external parties, including affordable housing developers, local governments, development authorities, affordable housing advocates and others, to ensure each grant cycle dynamically calibrates with lessons learned to improve and enhance the grant program. The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.
Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Duties
-
In this role, you will:
- Update grant program guidelines with policy, process, and other changes, providing document accessibility support for publications connected to the grant program.
- Build and test Ecology’s Administration of Grant and Loans (EAGL) applications for competitive grant solicitations.
- Create trainings for and provide timely technical support for open competitive solicitations.
- Collaborate and lead discussions with Ecology staff and management for on-going grant program development.
- Develop and maintain project tracking related to project success and affordable housing end use.
- Review grant applications for compliance with eligibility policies and assist with screening of grant applications as assigned.
- Manage awarded Affordable Housing Cleanup and Planning grants.
- Document lessons learned after each solicitation and implement program improvements and changes through pathways, such as guideline updates and policy changes.
- Assist with conducting Environmental Justice Assessments for significant Agency Actions.
- Support the Financial Services Unit and TCP Budget Manager and the Competitive Grant Manager in considering, incorporating and advancing budget equity practices that support agency environmental justice goals and statutory obligations.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Option 1:- A Bachelor’s degree with major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND
- Five years of professional work experience in land use, urban, regional, environmental, grant management, outreach, policy development, natural resource planning, program development, public administration, law, environmental policy, environmental justice, or a related field. Demonstrated experience in at least one of the following areas:
- Strong analytical skills
- Conducting research
- Grant management
- Analyzing or developing policies, laws, rules, or regulations
- Project management
Option 2:- A Master’s degree with major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND
- Three years of professional work experience in land use, urban, regional, environmental, grant management, outreach, policy development, natural resource planning, program development, public administration, law, environmental policy, environmental justice, or a related field. Demonstrated experience in at least one of the following areas:
- Strong analytical skills
- Conducting research
- Grant management
- Analyzing or developing policies, laws, rules, or regulations
- Project management
Option 3:
One year of experience as an Environmental Planner 3, at the Department of Ecology.
Work experience must include a demonstrated commitment to:- Understanding and upholding commitments to Tribal sovereignty, treaty rights, government-to-government relationships, inherent rights of indigenous people, and since time immemorial tribal culture and history.
- Excellent communication skills, including the ability to present findings and recommendations to diverse audiences.
- Planning programs or projects strategically designed for equitable process and outcomes.

Understanding of equity and environmental justice research, data, and analyses.

Experience working and collaborating with Tribal communities, indigenous people, communities of color, immigrant populations, or populations who are linguistically isolated, rural, or low-income.

Demonstrated experiences using equity assessments, and environmental justice planning, implementation, monitoring, and using lessons learned for continuous improvement.

Knowledge of the Model Toxics Control Act (MTCA) or other state cleanup regulation.

Knowledge of grants and/or contracts best management practices with government agencies.
