ABOUT THE POSITION
The Water Pollution Control Operator II performs work involving the operation and maintenance of the Everett Water Pollution Control Facility (EWPCF).
 
Work in this class involves two main program areas: plant operations and plant maintenance.  The duties include performing a variety of routine cleaning, maintenance, and operating duties necessary to sustain the operation of the Everett Water Pollution Control Facility.  The work is performed under the general supervision of the Senior Operator and in accordance with a schedule which may include weekends, holidays, rotating shifts, or other hours as assigned.  Employees in this class are considered to have the training and experience to perform some tasks which the Operator I position cannot perform without close supervision.  Employees in this class will assist other operation and maintenance personnel and may act as a trainer for employees in the Treatment Plant Operator-in-Training and Water Pollution Control Operator I classifications.  Work performance is evaluated on the basis of compliance with established operating and maintenance procedures, adherence to safety standards, and other established performance criteria. This is the second level in the Water Pollution Control Operator series.

SPECIAL LICENSING AND CERTIFICATION REQUIREMENTS

  • Possess a valid Washington State Group II Wastewater Treatment Plant Operator Certificate 

OR

  • Possess a valid Wastewater Treatment Plant Operator Certificate recognized as an equivalent to the Washington State Group II Wastewater Treatment Plant Operator Certificate by the Association of Boards of Certification AND obtain a Washington State Group II Wastewater Treatment Plant Operator Certificate within six (6) months of hire. 
  • Employees hired after 1/26/2023 must obtain a Washington State Group III Wastewater Treatment Plant Operator Certificate within one (1) year of eligibility.
  • Obtain within six (6) months of hire and maintain a forklift operator certification in accordance with Washington Division of Occupational Safety & Health (DOSH) rules.
  • Possession of a valid driver license at the date of hire, and the ability to obtain and maintain a valid Washington State Driver License within 30 days of hire.

EXAMINATION STEPS

  • There will be a pre-screening of all applications.
  • Responses to the supplemental questionnaire will be individually reviewed and evaluated (weighted 30%). Please answer the supplemental questions in DETAIL even if you have answered the question earlier in the application.
  • Top-scoring applicants will be called to an oral panel interview (weighted 70%). Oral boards will be scheduled several times a month.
  • All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process for 12 months. Names on the register are active for 12 months after certification.

IMPORTANT NOTES

  • A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.  
  • The examination process is designed to sample and measure the requisite knowledge, skills, and abilities. 
  • Applicants claiming veterans’ preference points in accordance with RCW 41.04.010 as amended and meeting eligibility criteria must submit form DD214 or other official military separation documentation that clearly indicates an honorable discharge from military service on or before the date filing closes.

About the Job:

The Water Pollution Control Operator III performs all levels of operations and maintenance of the Everett Water Pollution Control Facility (EWPCF).  Work in this class ensures that the plant processes meet all regulatory requirements on a continual basis, and that established policies and procedures for plant operation are followed.  The Operator III assumes responsibility for safe work practices and environmental conditions on the assigned shift or crew.  Work in this class is performed under the general supervision of the Senior Operator and in accordance with a schedule that may include weekends, holidays, rotating shifts, or other hours as assigned.  Employees in this class may be designated to be in charge of a shift by the Senior or Chief Operator and will receive specialized assignments.  Work performance is generally evaluated on the basis of compliance with standard operating and maintenance procedures, proper operation of the plant, adherence to safety standards, and other established performance criteria. This is the third level in the water pollution control operator series.
