The Climate Pollution Reduction Program (CPRP) within the Department of Ecology is looking to fill an IT Section Manager (IT Project Management / IT Manager) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
 
As the IT Section Manager, you will be responsible for overseeing the implementation of information technology systems to help implement Washington’s bold new programs to reduce greenhouse gases and protect our climate. You will lead a dedicated, collaborative, and creative team of IT professionals in the development of complex application projects and information systems that provide the foundation for high-impact, high visibility climate pollution reduction programs, such as the Cap-and-Invest, Clean Fuels Standard, and hydrofluorocarbon reduction programs, as well as greenhouse gas emissions tracking and reporting. You will also provide technical and organizational leadership in integrating CPRP environmental business systems with Ecology systems, and the development, support and enhancement of major applications supporting the climate work of the program. The CPRP mission is to implement state legislative and federal programs to reduce carbon emissions in the state of Washington so that we carry out legislative intent in administering these programs and so that Washington residents have a healthy environment and climate.

What you will do:

• Application portfolio management for complex IT projects and software applications, which support the multi-billion dollar exchanges underlying the high-visibility Cap-and-Invest and Clean Fuels Standard environmental programs.
• Provide technical and organizational leadership in planning, designing and implementing of highly complex, large-scale, environmental systems that provide tools to track and assess greenhouse gas emissions and reduction strategy process within Washington.
• Provide resource, budget, and timeline management for in-flight software projects.
• Effectively translate technical options into business terms to create technology solutions to mission critical business problems.  
• Foster positive relationships with business teams and stakeholders to prioritize resources and strategize solutions against challenging timelines using Agile methodologies.
• Oversee and direct all IT vendor management activities within CPRP.
• Work with environmental scientists, environmental planners, rule makers, and agency and Washington State IT departments to implement Washington State legislature in accordance with policies, best practices, and rule implementations.

Required Qualifications
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

• 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
• 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Option 1:

• Nine years of experience in Information Technology (IT) project management. Experience may include but is not limited to: business analysis, user interface design, system testing, and all facets of IT project management for IT projects. Experience must include one year of leading IT professionals or consulting as a technical lead, which may be obtained concurrently to other experience.

Option 2:

• An Associate’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), Business Administration, or closely related field; or completion of a two-year accredited vocational training program in IT or related program.
• Seven years of experience in the area listed above.

Option 3:

• A Bachelor’s degree or higher in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), Business Administration, or closely related field.
• Five years of experience in the area listed above.

All experience and education combinations that meet the requirements for this position:

Note: A Project Management Professional (PMP) certification will substitute for two years of required experience, provided there are at least three years of professional experience.
 
Desired Qualifications:

• Certification as a Project Management Professional (PMP) through the Project Management Institute (PMI), or a university or college.
