The Washington Utilities and Transportation Commission (UTC) is seeking three (3) individuals to provide accounting, energy policy, technical, and economic analysis in contested cases and other matters before the commission, including pending legislation and emerging policy issues. Energy and Accounting Policy Advisors provide research, analysis, and decision-making advice to the commissioners, executive director, administrative law judges, assistant policy director, and administrative law and policy director on issues related to regulated utilities, including rate cases, clean energy, energy efficiency, conservation, renewable energy, energy reliability and security, smart grid technology, grid modernization, changing regulatory environment, energy markets, power costs, energy justice, and other emerging and increasingly technical and challenging issues. Duties
What will you do as an Energy and Accounting Policy Advisor? 

  • Research and analyze state, regional, and national energy policy.
  • Advise on formal adjudications on assigned issues and energy topics.
  • Perform quantitative and qualitative analysis.
  • Analyze utility plans and reporting.
  • Write memos and prepare presentations for commissioners or leadership team members to present at agency events, legislative hearings, and conferences.
  • Lead team projects to develop and implement inquiries and rulemakings to develop agency policies and rules.
  • Bill tracking and analysis.
  • Participate in the National Association of Regulatory Utility Commissioners (NARUC) and other national/regional organizations in rotation with other policy advisors. 
  • At the agency and division levels, engage in trainings and actively engage in efforts to promote energy justice, anti-racism, equity, diversity, and inclusion.

Qualifications
The ideal candidate will meet the following qualifications we are looking for:  

 Education and Experience: 

  • Bachelor’s degree in accounting, finance, economics, public policy, or related fields, or four years of work experience in utility regulation.

AND

  • A minimum of three years of work experience performing utility regulatory accounting and public utility regulation, preferably with a state or federal utility commission or a public utility company or an advanced degree in accounting, finance, economics, public policy, or a closely related field will substitute the required work experience.

Education and Experience:

  • Accounting and or finance knowledge and experience. 
  • Experience managing teams and developing project plans.
  • Experience developing and applying regulatory and ratemaking policies and standards.
  • Experience participating in the legislative process.
  • Knowledge of commission policies, rules, procedures, goals, objectives, and strategies and the body of commission precedent; Administrative Procedure Act and quasi-judicial legal process.
