Summary

The Department of Natural Resources and Parks – Wastewater Treatment Division (WTD) is recruiting a Capital Portfolio Project Manager to work in the Capital Portfolio Planning and Analysis Unit. The Capital Portfolio Planning and Analysis Unit is responsible for coordinating the capital portfolio planning, monitoring, and decision-making activities.

This position will be responsible for leading multiple capital portfolio business processes, including capital project business case validation, conducting capital portfolio analysis, and leading multiple business process improvement projects and other work essential to providing WTD leadership and other decision-makers with capital portfolio information.

The primary focus of this position is to lead the development and validation of project concepts in support of capital portfolio planning efforts.  This position will act as the project development and validation lead. The position will apply capital project delivery knowledge to project request development and validation and will coordinate internal and external resources to develop project ideas into conceptual project scopes, estimates, and schedules that can be used for capital portfolio planning purposes. This position is expected to work closely with WTD Operations and Maintenance, Project Management, Project Control and other WTD staff.  This position will work under the general direction of the WTD Portfolio Planning and Analysis Manager.

This position will also serve as a capital project delivery subject matter expert for the unit and will apply capital project delivery knowledge to assist capital portfolio planning and governance processes. The position will also serve as a resource for Portfolio Management processes for others in the organization.

Who is Eligible: This position is open to Technical Employees Association (TEA) Wastewater Treatment Division employees only.  Applicants from this recruitment may be considered for other vacancies as they occur.

Telecommuting Requirement

The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Job Duties
  • Lead Multiple Capital Portfolio Management Processes
    • Work closely with the Capital Project Coordinators to identify wastewater capital projects.
    • Work closely with project requesters to develop and validate project business case scope, schedule, and costs.
    • Provide project validation direction and guidance to other supporting capital project staff.
    • Develop project and program cash flow forecasts for portfolio scenario development.
    • Provide guidance and mentorship to other portfolio analysis staff.
    • Manage consultant resources supporting the portfolio management processes.
    • Manage and control project validation budget.
    • Oversee the development and preparation of programmatic reporting.
    • Support the portfolio prioritization processes.
    • Provide analysis and recommendations for portfolio governance processes.
    • Conduct Portfolio Stakeholder Management and communication.
    • Conduct briefings and other communications as needed.
    • Contribute to the development of portfolio management standards, protocols, and best practices.
    • Lead process improvement efforts for WTD Capital Portfolio business processes.
Experience, Qualifications, Knowledge, Skills
  • Eight years work experience as a capital project manager managing design and construction projects and a Bachelor’s degree in project management, engineering, construction management, business administration or closely related field or any combination of education and experience that clearly demonstrates the ability to perform the job duties of the classification.
  • Familiarity with portfolio management principles, processes, and techniques
  • Experience using capital project and program management processes, techniques, and principles for capital construction projects
  • Experience forecasting capital construction project cost and schedules
  • Awareness of engineering and construction management techniques and principles, contract administration principles, and critical path method (CPM) project scheduling.
  • Planning, scheduling, and organizational skills necessary for management of multiple concurrent projects
  • Strong analytical and problem-solving skills
  • Demonstrated ability to effectively navigate situations that are ambiguous or uncertain

  • A Valid Washington State Driver’s License or the ability to arrange transportation to visit project sites on short notice.

  • Project Management Professional (PMP) Certification or an equivalent certification
  • Advanced knowledge of WTD PRISM information system and its application to project and program management
  • Analytical and technical abilities necessary to evaluate asset condition information, business case logic, engineering project design cost projections, and construction budgets and schedules

Physical Requirements: Some physical skill is required to perform visits to various construction sites and wastewater treatment and conveyance facilities. 

Work Environment: Work is performed in both a home office environment and in the field at wastewater treatment facilities of various types throughout King County.  These sites may not be served by public transit.
