The Washington Department of Natural Resources (DNR) Strategic Planning Office is looking for a manager to implement and administer DNR’s revised Trust Land Transfer program throughout the state. The program manager will be responsible for managing all aspects of the program from the initial application to eventual transfers of property. The successful candidate will have the skills and motivation to build working relationships with trust beneficiaries, Tribes, conservation groups, state and federal agencies, and the public to ensure that the revitalized Trust Land Transfer program is a success.

 

Duties

Responsibilities:
Serves as the senior planner, program coordinator, and agency expert for the statewide Trust Land Transfer (TLT) Program. Oversees completion of tasks, drafts documents, and policies necessary to implement the revitalized Trust Land Transfer (TLT) program, in consultation with the Acquisitions and Divestitures Assist Division Manager, subject matter experts, other clients within the agency, external stakeholder groups, and beneficiaries. Creates and coordinates responses to legislators and stakeholders, including local governments, Tribes, and community groups about the program. Coordinates and facilitates public meetings, workgroups, and presentations to inform and answer questions from the public and receiving agencies about the process of nominating future transfers. Is responsive to stakeholder and applicant emails and questions about the status of projects, legislative requests, and potential changes to the program.  Conducts outreach as required with Tribes and Counties about proposed Trust Land Transfers to inform and verify support of a project. Coordinates and facilitates the advisory committee that reviews applications and scores the applications.  

 

Qualifications

Required Qualifications: 

  • A Bachelor’s degree with a major study in natural resources (e.g. natural resource planning, forestry landscape ecology, fire science, wildlife biology), public policy and administration with an environmental emphasis, geography, professional writing, communications, or a closely related field. AND Five (5) years of professional work experience in natural resources planning, communications, forest ecology, silviculture, landscape ecology, forest management, wildlife management, natural resource public policy and administration, geography, or a closely related field
    relying on the required position knowledge, skills, abilities, and behaviors.

Special Requirements and Conditions of Employment:
  • Variant levels of travel throughout the year for outreach. Some overnight stays may be required.

  • Experience with facilitation, public speaking, and outreach.
  • Experience working with political leaders.
  • Demonstrated knowledge and excellent skills in verbal, non-verbal, and written communication and listening as demonstrated by the ability to resolve conflicts, receive and convey ideas, thoughts, and information, and communicate persuasively at all levels of the organization and externally.
