Position Details
This full-time unrepresented position is exempt from civil service law and has a duty station at our Headquarters building in Olympia, Washington. This position will supervise one full-time staff member. Within the organizational chart, this position is a member of the Fiscal Program within the Internal Operations DivisionThe Partnership offers a modern hybrid work environment, which includes both remote and office building settings in Olympia, Tacoma, and Seattle. All staff are required to report to offices and work sites as needed, including this position. You may be required to work in an office setting more frequently than others if you’re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding.

Regular travel throughout the state will be necessary for this position, including overnight stays.
 
The annual range of compensation is between $89,332 – $97,764 depending upon qualifications, although the expected hiring salary will typically be less than the top of the range, to allow for growth and development movement.

Duties
Some of the duties include:

  • Works under the direction of the Chief Financial Officer to assist in developing, maintaining, and executing the agency’s biennial and supplemental budgets
  • Develops the agency’s biennial and supplemental operating and capital budget requests
  • Preparation of the agency allotment plans for submittal to the Office of Financial Management (OFM) 
  • Develops the finance-related components necessary to prepare grant requests to the Environmental Protection Agency and other federal agencies
  • Reviews expenditure and spending plan analysis provided by the Lead Budget Analyst, provides feedback, and resolves identified anomalies or refers to Chief Financial Officer for higher-level management resolution
  • Creates monthly budget analysis (for State and Federal Budgets) for use by the management team
  • Develops and maintains an agency code structure that supports multiple funding streams with varying state and federal reporting requirements
  • Develops and maintains the master indexes that accurately reflect the agency’s federally approved cost allocation plan
  • Monitors and analyzes direct and indirect expenditures to ensure agency accounting records are accurately recorded
  • Coordinates changes to employee and position account coding 
  • Prepares and adjusts accounting entries to accurately reflect personnel costs
  • Prepares multiple federal financial reports in accordance with grant requirements
  • Develops and maintains a system to account for federal grant match requirements, including matches obtained from other agencies and contractors
  • Responsible for monthly reconciliation of federal revenue to expenditures
  • Reviews and approval of monthly federal revenue draw
  • Develops the Annual Indirect Cost Rate Proposal for submission to the Environmental Protection Agency (EPA) for approval
  • Applies the approved indirect cost rate to agency operations, including contractual agreements
  • Develops and updates the agency’s federally approved-cost allocation plan
  • Develops and manages timelines for agency tasks and deliverables
  • Communicates and coordinates state fiscal year close activities with agency staff 
  • In consultation with the CFO, develop procedures for managing pass-through grants (federal), accounting processes for using state funding in awarding direct grants, agency serving as a fiscal agent, and managing accounting pieces for the Bipartisan Infrastructure Law grant monies
  • Supervisory responsibilities for one full-time staff member with a total team size of three

Qualifications
Required Experience, Competencies and Technical Skills (experience may be concurrent):

  • Experience in tracking, reporting, and projecting agency budget allotments and expenditures
  • Experience in interpreting and applying State and Federal fiscal policies
  • Knowledge of State and Federal budget processes
  • Knowledge of Generally Accepted Accounting Principles (GAAP)
  • Knowledge of the State Accounting and Administrative Manual (SAAM)
  • Demonstrated analytic skills
  • Excellent oral and written communications skills
  • Experience in developing costs estimates related to policy or programmatic changes
  • Skilled in analyzing compliance with Administrative Requirements and Cost Principles
  • Proficient in using a personal computer and intermediate to advanced skills using Microsoft Word and Excel programs. 
  • Ability to interpret and apply Generally Accepted Accounting Principles (GAAP)
  • Ability to prepare fiscal analyses and budget recommendations
  • Ability to work effectively with senior managers outside of a direct reporting relationship
  • Ability to manage competing priorities and ensure deadlines are met
  • Ability to work independently and accept personal responsibility for the quality and timeliness of work
  • Demonstrated ability to maintain confidentiality in a team environment         

Preferred:

  • Graduate-level degree in public administration, business administration, public policy, or a closely allied field. Certification as an Internal Auditor or Governmental Financial Manager (CGFM)
  • Experience using the following state systems: Enterprise Reporting System, Travel and Expense Management Systems, and Enterprise Contracts Management System

CONDITIONS OF THE WORKING ENVIRONMENT:

As an exempt employee, incumbent is expected to be available to work as needed beyond normal (8:00 a.m. – 5:00 p.m.) work hours, including evenings and weekends. Regular travel, including overnight stays may be required.
