This position may be eligible for telework.   The default assigned work location for this position is in Olympia, Washington.  Frequency of onsite work will vary based on business and operational needs.

We are seeking an expert budget analyst to join our fast paced and dynamic budget office division, to provide critical support to Budget Managers and the Budget Officer in developing, monitoring, and maintaining the agency budget.

This position provides senior level  projections, analysis, and monitoring for the Science and Diversity divisions within the Wildlife Program and serves as the program expert for grant application planning, submittal, and monitoring.

We are recruiting to hire at the Budget Analyst 4 or Budget Analyst 3 In-Training level depending on experience. If you are hired as a Budget Analyst 3, you will promote to a BA4 upon successful completion of the in-training plan.

Depending on which level you are hired at, your salary will be as follows:
Budget Analyst 3 – $4,723.00 – $6,349.00 Monthly
Budget Analyst 4 – $5,615.00 – $7,552.00 Monthly

In this dynamic role, you will be responsible for ensuring the management of ~$22 Million biennial operating budget and business operations across these two divisions.
 
With your experience, you will provide expert level consultative budget analysis and review to senior management in the development of fiscal notes, decision packages, and allotments.
 
We are seeking a candidate to develop processes and procedures for budgets and contracts to ensure managers and program staff are proficient in these areas.
 
 
 
 

Duties

 

Here are some things you will do in this role:

Serves as Divisions’ expert to provide technical assistance to internal and external customers regarding highly complex budget, financial and operational related activities as well as serving as the divisions expert to administer highly complex budget, financial and/or operational projects that result in improvements within the Science and Diversity divisions: 
  • As the divisions’ expert, exercises discretion and independent judgment, conducts in depth analyses/evaluation and provides recommended actions to identify and address issues, problems and opportunities related to divisions’ budget, financial, and/or business operations to internal and external constituents and manages implementation of changes for program effectiveness.
  • Builds the strategic methodology of how funds are allocated through initial development and maintenance of the divisions’ portion of the Chart of Accounts.
  • Independently plans and prioritizes division activities to meet deadlines as well as Agency and Program goals and objectives.
  • Assist divisions’ staff in the design, development, analysis, monitoring and maintenance of complex monitoring tools for budget and financial management. 
  • Ensures divisions’ budget and financial operations are conducted in a manner that is timely efficient, effective, and in compliance with agency policies and state and federal laws by implementing work plans to meet requirements of policies and laws.
Monitors and advises Wildlife Program managers and staff on accounts receivable and payable contracts and grants: 
  • Review for legal compliance and approve program contracts. Some of the systems you will use are Novatus, TRACS, Grant Solutions.
  • Provide in depth planning, monitoring, evaluation, and analyses for Wildlife Program’s accounts receivable and payable contracts and grants. 
  • Prepare and coordinate cross biennium contract reconciliation. 
  • Assist project managers to facilitate contract resolutions with programs and agency.
 
WORKING CONDITIONS:
  • Work Setting, including hazards:
    • Work is generally performed in an office setting within the headquarters of the Wildlife Program. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time. 
  • Schedule:
    • Standard 40-hour work week, however, may be required to occasionally work more than 40 hours per week to meet deadlines during peak periods, particularly during budget development.
  • Travel Requirements:
    • Some travel may be required throughout the State and country to attend training, meetings, and conferences.
  • Tools and Equipment:
    • Computer hardware and software as required. 
    • General office equipment.
  • Customer Interactions:
    • Customers are internal agency staff and external grant partners.

 

 

Qualifications

This Budget Analyst 4 (In-Training) series provides mentoring and career development opportunities for candidates with limited experience.
 
Candidates will be hired as a Budget Analyst 3 or Budget Analyst 4, dependent on skills and experience.
 
Required Qualifications for the Budget Analyst 3:

  • Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field; and three (3) years of professional experience in accounting, budget, finance, or public administration.
    • A master’s degree in a related field may substitute for two (2) years of the required experience.
Or
  • Current or recent experience as a Budget Analyst 2.
Or
  • Equivalent education/experience.
Please note:
  • Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Required Qualifications for the Budget Analyst 4:
  • Bachelor’s degree in business, public administration, accounting, economics, statistics, or related field and a minimum of four (4) years of state budget or other relevant budget experience.
    • A master’s degree in a related field may substitute for two (2) years of the required experience. 
Or
  • Current or recent experience as Budget Analyst 3 (BA3).
Or 
  • Seven years of professional experience performing budgeting or accounting duties.

PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
 
Experience in or with:
  • State budget development, including fiscal notes, decision packages, and allotment development.
  • Developing and managing a wide range of contracts and grants, including federal, private/local, and interagency agreements. Good working knowledge of applying indirect rate and match requirements to contracts and grants.
  • Tracking expenditure variances and, fiscal year and biennial close-out processes.
  • Microsoft Excel to create spreadsheets, import data, create tables and graphs, use formulas to improve functionality.
Knowledge of:
  • Applicable Federal regulations.
  • Washington State financial systems, including AFRS, Enterprise Reporting, and OFM/state rules and regulations.
  • WDFW budget and financial tools, including Novatus contract management system, CAPS Financial, Total Time, and payroll cost reporting systems. 
  • Fish and wildlife protection and conservation activities.
Ability to:
  • Demonstrate clear and effective verbal and written communication skills.
  • Absorb new information, understand, and interpret verbal and written direction, and question appropriately.
  • Effectively organize and prioritize work.
  • Work independently and as part of a team with people from all levels of the organization.
  • Demonstrate attention to detail with a high degree of accuracy.
