The Position

The Bureau of Environmental Services is seeking a Wetland Technician to join the team!

Position Description:

The Bureau of Environmental Services (BES) is looking for an individual to support the Biological Sciences Team in the Environmental Information Division.  This position supports BES’s Wetland lnventory Project (WIP) by assisting with wetland determinations and functional assessments in Portland, Oregon.  Primary duties require the ability to identify, record, and properly analyze dominant plant species, hydric soil indicators, and wetland hydrology indicators per the Army Corps of Engineers 1987 Wetland Delineation Manual and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys and Coast Region. Additional duties include classifying wetlands, noting wetland habitat features, and identifying areas for investigation using aerial maps, soil surveys, the National Wetland Inventory, and other resources.  This position will also assist with data management, GIS mapping, analysis, and quality control.

Position Schedule:

Limited-term with a maximum of 1400 hours per calendar year (25 to 40 hours per week).

Start Date: February 2021

End Date: Current funding is available through June 30, 2021.  If the requested budget for Fiscal Year 21-22 is approved, funding will extend through June 30, 2022.

Desired Skills and Experience:

  • Trained in wetland delineation methodology by attending a training course.

  • Experience conducting on-site wetland determinations

  • Experience conducting off-site wetland determinations.

  • Knowledge of wetland plants and plant communities found west of the Cascades.

  • Ability to key out unfamiliar plants to species.

  • Proficiency with ESRI ArcGIS.

  • Familiarity with ESRI Collector.

  • Familiarity with iPads/iOS and Tablets running Android OS.

  • Familiarity with Microsoft OneDrive and cloud computing.

  • Proficiency with Microsoft Excel and Access to complete data management and analysis.

  • Strong sense of organization and responsibility with an ability to work as part of a team and individually.

  • Bachelor’s degree, or currently enrolled and working towards a degree, with course work in environmental science, botany, soil science, hydrology or similar disciplines.

Work Location

Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.).  In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.

To Qualify

The following minimum qualifications are required for this position:

  1. Ability to demonstrate experience with one of the following: conducting a wetland delineation, or attendance of wetland delineation training course, or experience with wetland restoration fieldwork.

  2. Ability to sight-identify common native and non-native plant species found in Portland.

  3. Ability to carry a backpack and shovel over rough terrain during inclement weather.

  4. Valid driver’s license and ability to drive BES work vehicle or personal vehicle to fieldwork sites.
