The DNR has an exciting job opportunity within our Product Sales and Leasing Division. The Westside Operations Manager for Special Use Leasing is responsible for all aspects of lease administration for our special use leases in Western Washington along with supporting our Commercial Real Estate Program Manager with Commercial Real Estate activities. The Westside Operations Manager has the most varied workload of the leasing program specialists. Leases for housing, special population groups, commercial recreation, and correctional facilities are some of the many authorized uses.

 

Duties

Responsibilities:
This position is responsible for providing programmatic guidance and streamlining business practices as well as the development of special use leasing policies and procedures.
We are looking for someone with real property experience who can work independently and as part of a team to:

  • Perform all aspects of lease administration and compliance for Special Use Leases.
  • Determine Fair Market Value either independently or with the Department’s Chief Appraiser.
  • Resolve leasing disputes in a prompt and professional manner.
  • Evaluate state lands to establish best use, and management improvements and to initiate development actions and priorities.
  • Under the direction of the Commercial Real Estate Program Manager, perform all aspects of lease administration for Commercial Real Estate.
  • Assist with maintaining and updating the Commercial Real Estate property list and status of leases.
  • Coordinate with Division and Region staff to develop operating and capital budget proposals and assist in monitoring Region and Division expenditures.

 

Qualifications

Required Qualifications:

  • Bachelor’s degree involving major study in business, real property, or other natural resource-related field AND a minimum of five years of professional leasing or land management experience
    OR a combination of education and/or experience equivalent.
  • Experience in negotiating legal contracts.
  • Proficiency in Microsoft Word, Excel, or similar database management and ability to learn new software programs as needed.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to work independently and in remote locations.
  • Demonstrated ability to establish and maintain productive working relationships, respond effectively to changing needs and priorities, efficiently allocate resources, and create and implement program improvements.

Special Requirements and Conditions of Employment:
  • Office and field. The assigned duty station is the Natural Resource Building (NRB) in Olympia; however, this position works independently and sometimes in remote locations in the field and region work centers. Frequent travel is required in remote areas and driving on county roads and interstate highways under a variety of weather conditions. Work hours vary based on field appointments, travel after hours, evening meetings, and unanticipated travel.
  • Required to travel for lease administration, trainings, and meetings. Position requires approximately 30% in the field often traveling alone to leased sites throughout western Washington
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
  • Experience drafting policies and procedures.
  • Experience conducting financial analysis for identifying fair market values on leases.
  • Working knowledge of DNR leasing programs, functions, and business needs.
  • Experience using GIS to prepare, view, and print maps.
  • Working knowledge of DNR’s NaturE system or LAMs.
  • Experience developing and managing a budget, preferably a state agency program budget.
