Summary

This position is located in the Department of Homeland Security, United States Coast Guard, District Thirteenth, Sector Puget Sound, Waterways Management Division in Seattle, WA.

Responsibilities

You will assess, manage and coordinate waterways safety issues and initiatives for the Captain of the Port (COTP) Puget Sound Zone in support of the Marine Transportation System (MTS). Support with Tribal Liaison, aids to navigation (ATON), budget development, regulations, shore facilities operations, hazardous waste storage, handling and disposal are identified, assessed, properly documented and acted on.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignment includes:

  • Developing budgets and administering funds for the operation and maintenance of all programs and assets in connection with Waterways Management.
  • Overseeing the compliance of the marine event permit program with requirements for environmental assessments under the National Environmental Policy Act.
  • Serving as the primary Sector representative for promoting the national waterways management program and MTS initiatives throughout the COTP zone and resolving MTS issues, particularly with regards to the safe navigation of vessels.
  • Liaising as Sector Puget Sound Waterways Management’s Tribal Liaison for the 40+ federally recognized Native American tribes. Assisting with coordination of required government-to-government consultation meetings, as needed in accordance applicable policies.
  • Directing and participating in the development of rulemaking documents by providing technical expertise in the areas of project management, administrative procedures and regulatory process requirements to support the MTS infrastructure (anchorages, traffic separation schemes, RNAs, LAAs and rules of the road).

Qualifications

You qualify for the GS-11 grade level if you possess one of the following:

(A) One year of specialized experience at the GS-09 grade level that demonstrates the ability:

  • Demonstrating and providing force readiness (professional training, qualification and development), including Reserve force readiness of military personnel assigned to the Division and for the operational readiness of all assets (cutters, boats, etc.).

  • Planning, developing, adapting, revising, coordinating and implementing policies, methods and procedures for operational activities related to the administration of Aids to Navigation programs.

  • Managing and overseeing the system design constituent interface and regulatory elements of maritime mobility responsibilities to ensure the effective and efficient commerce and access on navigable waterways.

  • Researching and remaining abreast of new technology concerning aids to navigation; planning, developing, adapting, revising, coordinating and implementing policies, methods and procedures for operational activities related to the administration of Aids to Navigation programs.

  • Assessing waterway activity, analyzing potential or actual impacts to tribal cultural practices or fisheries and arranged formal consultation efforts with tribal leaders should a waterway activity effect tribal Usual and Accustomed (U&A) fishing grounds and tribal fisheries.

  • Advising and making recommendations concerning Maritime operation of waterways safety issues and initiatives for the Captain of the Port (COTP) in support of the Marine Transportation System (MTS), of an organizational unit, answer questions/provide advice about organizational policies and procedures, compose letters and memoranda.

(B) A Ph.D. or equivalent doctoral degree

OR

(C) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR

(D) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

5. Spouses of military members who are on retirement or separation PCS orders from active duty are not eligible to be appointed unless the member was injured with a 100% rating; or was released/discharged from active duty due to the member’s death while on active duty. Widows or widowers, who are not remarried, of military service members who were killed on active duty must submit a DD-1300.
