Washington State Department of Natural Resources (DNR) is looking for a Watershed and Stewardship Biologist to help build and implement a new program to support salmon habitat restoration on private forest lands in the Snohomish Watershed. As a senior-level professional within the Forest Resilience Division Service Forestry team, this position will help to advance salmon recovery and watershed health by providing technical assistance and guidance to forest landowners, with a focus on providing scientific expertise and management advice to issues related to wildlife and fish populations.

This position will advance the implementation of key outcomes of the DNR Snohomish Watershed Resilience Action Plan (WRAP) and support the goals of our Service Forestry Program. This is a unique opportunity to work across agency programs to achieve landscape-scale restoration and stewardship goals.  The WRAP is a “trees to seas” plan for landscape-scale restoration and salmon recovery in the Snohomish Watershed (WRIA 7) over a ten-year period. This position is the program’s independent fish and wildlife specialist supporting DNR’s efforts to help restore and enhance salmon habitat and build climate resilience in priority western Washington watersheds.

DNR’s Service Forestry Program provides land management advice to forest landowners and helps to assess resource conditions and forest health, identify potential problems and opportunities, determine financial assistance eligibility, assist with treatment implementation, and recommend management practices to help achieve objectives. The program educates landowners and assists with the development and implementation of management plans to guide current and future management actions.

The initial focus of the Watershed and Stewardship Biologist’s portfolio will be on planning and implementing the Private Forestlands Fish Passage Barrier Inventory. This work will support a much broader effort to identify and correct fish passage barriers that limit or prevent access to upstream habitat for salmonids. While salmon recovery partners including state agencies, counties, and tribal co-managers are hard at work identifying and correcting barriers on public roads and trails, the number and extent of barriers on private lands is not well understood. The WRAP team is working to fill this data gap in the Snohomish watershed, work which will be led by this position.

 

Duties

Responsibilities:
Lead and implement the Private Forestland Fish Passage Barrier Inventory.

  • Lead implementation of the WRAP Private Forestland Fish Passage Barrier Inventory in WRIA 7 (Snohomish Watershed) including project planning, budgeting, parcel prioritization, contracting field crew, and landowner outreach. As barriers are identified, help to build a prioritized list and seek funding for barrier removal to restore habitat access for salmonids.
  • Oversee field surveys, including ensuring crew is properly trained in WDFW fish passage barrier survey methods, scheduling, managing data, and preparing reports.
  • Work with DNR’s Service Forestry program and Small Forest Landowner Office to plan and implement outreach programs to engage landowners in priority subbasins.
  • With support from the Snohomish Watershed Steward, build and maintain partnerships with restoration organizations in the watershed and statewide working on fish passage barrier assessment/restoration and other fish and wildlife conservation efforts to help determine how DNR can help advance broader recovery goals for salmon and watershed health.
  • Engage in strategic planning with other DNR staff to identify opportunities to adaptively manage and grow the program beyond the Snohomish Watershed.
Service Forestry Fish and Wildlife Stewardship.
  • Respond to and provide scientific expertise and advice to forest landowners on fish and wildlife habitat restoration and enhancement needs; forest management regarding wildlife; forest wildlife damage problems (diagnosis, assessment, and recommended control measures); forest road assessments for determining potential impact on water quality and fish habitat; and other wildlife issues and opportunities.
  • Educate and assist landowners in developing the fish and wildlife portions of Forest Stewardship Plans of Forest Management Plans.
  • Deliver information and stories about work to the public and DNR staff in coordination with supervisors, outreach specialists, and Communications staff.
  • Provide fish and wildlife management consultation and advice to other natural resource professionals service forest landowners.
  • Develop educational materials for, and make educational presentations to, family forest landowners, natural resources professionals who advise them, loggers, and other audiences regarding forest fish and wildlife habitat management.
  • Author, review, and edit articles and publications on fish and wildlife habitat management for Stewardship Notes, Small Forest Landowners Newsletter, and other publications.
WRAP planning and implementation.
  • Support the broader Watershed Resilience Program and the Snohomish Watershed Resilience Action Plan through regular meetings and coordination with the Snohomish Watershed Steward, Policy staff, and other members of the WRAP team.
  • Serve as the fish and wildlife specialist on DNR’s broader Watershed Resilience Program team.
  • Participate in strategic planning to advance programmatic goals, planning, and prioritization of WRAP actions related to fish and wildlife, reporting accomplishments, and engaging with local partners.
  • Identify, scope, and write grant applications related to WRIA 7 fish passage barrier activities.

 

Qualifications

Required Qualifications: 

  • A Bachelor of Science degree in fish and wildlife biology, wildlife management, natural resources, environmental science, forestry, fisheries, marine science, or closely related field AND three years of experience in environmental science, natural resource management, forestry, fisheries, wildlife science, marine science, environmental engineering, land use or environmental planning, or other relevant field.
    OR An equivalent combination of education plus experience.
  • Experience with natural resource management and habitat restoration resulting in knowledge of, and the ability to interpret and apply, natural resource laws, policies, and programs and how these affect or enable fish, wildlife, and habitat conservation in Washington State.
  • Experience managing complex projects with multiple partners and funding sources.
  • Contract management and budgetary experience.
  • Working knowledge of silviculture and forest management practices in the Pacific Northwest.
  • Experience teaching or providing group presentations.
  • Experience responding to and interacting in a positive, responsive, cooperative, and collaborative manner while interacting with the public and other professionals (both inter-organizational and interdisciplinary).
  • Proficient with computers, Microsoft Office applications, SharePoint, online presentation tools, etc.
  • Experience with Geographic Information Systems (GIS), including ArcMap, Survey123, Collector, and other mapping tools to document work and convey information to non-technical audiences.

Special Requirements and Conditions of Employment:
  • Work is performed indoors in an office or classroom environment as well as
    alone in sometimes isolated unimproved areas and forest land. The ability to walk over steep, uneven terrain in a variety of forest environments, year-round in a variety of weather conditions is required.
  • Frequent and extensive overnight travel in western Washington, and occasionally statewide, is required to provide services. Travel will include conducting business with partners, attending or providing training, conducting site visits and presentations, and may be multiple days in length, with overnight stays. The ability to drive long distances in a variety of weather conditions, year-round, is required. Occasional nationwide travel for training, conferences, or other events may occur.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years. 
Desired Qualifications:
  • Graduate degree in fish and wildlife biology, wildlife management, natural resources, environmental science, forestry, fisheries, marine science, or closely related field.
  • Five years of experience in silviculture and forest management practices, preferably in the Pacific Northwest.
  • Certified Wildlife Biologist designation by The Wildlife Society.
  • Professional experience with river/watershed restoration or salmon recovery projects.
  • Knowledge of watersheds in western Washington and the Snohomish Watershed in particular.
  • Project development or strategic planning in a fish and wildlife/natural resources context.
  • Experience providing technical assistance, education, and educational materials to non-professional audiences, especially forest landowners.
  • Experience with Forest Stewardship Plan and Forest Management Plan development.
  • Previous experience working with small forest landowners.
