Duties: 

  • Develops, directs, manages, and maintains a sustainable, comprehensive, organization-wide, watercraft safety training program that meets state and national standards.
  • Performs a wide scope of complex program management responsibilities to administer, oversee, lead, and direct program activities/decisions of major significance that may affect the organization-wide watercraft safety training program.
  • Assembles, manages, and co-chairs the Watercraft Safety Committee consisting of representatives from each WDFW program to develop a watercraft safety training plan and policies for the approval of the Executive Management Team.  The committee will also serve to identify and understand emerging issues and address continuous program improvements.
  • Develops employee learning plans with training requirements specific to duties, including a refresher schedule – ensures the learning plans are embedded in the Human Resource system and the Learning Center.
  • Advises the Executive Management Team on aspects of the program and develops comprehensive, succinct, integrated, and sustainable program recommendations.
  • Independently performs contract management to establish and maintain contracts for services, facilities, equipment, and supplies as needed – evaluates contractors’ performance and completes required documentation.
  • Researches and determines recommended safety and personal protective equipment.
  • Responds to and/or advises public entities and professional partners on program issues – this includes preparing and delivering presentations.
  • Provides WDFW Staff, Supervisors, Human Resource Consultants and Management with subject matter consultation, and technical assistance with watercraft program activities.
  • Manages, directs, reviews, and responds to Safety and Security Incident Reports, employee/management/public concerns, and emergencies involving watercraft and/or water related events.
  • Schedule: 
    1. Typically, Monday – Friday – 8:00 a.m. – 5:00 p.m.
  • Travel Requirements:   
    1. Frequent travel to provide statewide trainings.

REQUIRED QUALIFICATIONS:

  • A Bachelor’s Degree, in Education, Organizational Development, Training, Occupational Health and Safety, Natural Resources, Criminal Justice/Law Enforcement, Risk Management or a closely allied field.

AND 

Four (4) years of professional, full time, paid experience: 

  • Operating watercraft.
  • Instructing watercraft safety training.
  • Managing a specialized professional program in a government or private agency that included responsibility for planning, policy analysis, coordination, and consultation with a variety of stakeholders.

Please Note: Professional equivalent experience as an instructor providing training to adults, may substitute, year-for-year, for the education requirement.

AND 

Knowledge of: 

  • Watercraft operations and best practices for safety.
  • Application of adult learning principles.
  • Organizational change and systems development.

Ability to: 

  • Develop/modify curriculum, comprehensive policies, and procedures.
  • Manage a specialized program and lead/manage work groups.
  • Proficiently operate multiple forms of watercraft.
  • Perform work with the highest degree of integrity and build respectful relationships with diverse individuals and groups.
  • Evaluate safety skills and provide feedback for competency and continuous learning.
  • Solve problems with professional judgement and safety best practices.
  • Demonstrate emotional intelligence, particularly under stressful conditions.

PREFERRED QUALIFICATIONS: 

  • A Master’s Degree in Education, Organizational Development, Training, Occupational Health and Safety, Natural Resources, Criminal Justice/Law Enforcement, Risk Management, or a closely allied field.

AND 

Two (2) years of professional, full-time, paid experience: 

  • Operating watercraft.
  • Instructing watercraft safety training.
  • Managing a specialized professional program in a government or private agency that included responsibility for planning, policy analysis, coordination, and consultation with a variety of stakeholders.

Certifications/Licenses: 

  • Current Instructor Certification with the Scientific Boating Association’s Motorboat Operator Training Course (MOTC) and/or U.S. Fish and Wildlife Service Motorboat Operator Certification Course MOCC).
  • Current CPR/First Aid Certification.
  • Washington State Boater Education Card.
