The Idaho Department of Water Resources has an exciting opportunity for a Project Coordinator position in the Idaho Water Transactions Program. The position is located in the Salmon, Idaho field office.

The Idaho Water Transactions Program (IWTP) develops projects that address flow limitations and stream disconnections through voluntary efforts with water users. The Project Coordinator assists the IWTP Manager to implement projects that meet the goals of the program. As the IWTP Project Coordinator, you will coordinate all aspects of projects, including investigating project opportunities with local community and other project partners, assessing water rights and land use, negotiating contracts, and monitoring compliance.  Additional responsibilities include planning and conducting public outreach and technical assistance efforts related to the program.

The Project Coordinator must be able to work independently, think conceptually and strategically, and execute with confidence and accuracy.  This position requires research skills and the ability to identify technical and spatial data needed to evaluate proposed projects. Networking and building working relationships at all levels of government and with the local community is critical to the success of the program. The person in this position must have the ability to communicate effectively with people of varying levels of technical knowledge, to identify key stakeholders for projects, and to bring individuals and agencies together to work toward a common goal.

Example of DutiesAssist with planning, coordinating, and implementing IWTP projects:

  • Investigate project ideas and assesses the legality and feasibility of projects.
  • Interpret guidelines and standards applicable to the IWTP and create compatible projects in Idaho.
  • Apply GIS and other spatial tools to projects.
  • Assess, prioritize, and document project information and monitoring data.
  • Work with local governments and state and federal agencies to identify and establish projects.
  • Prepare and manage contracts to complete IWTP projects.
  • Attend public meetings and make presentations to a range of audiences to transmit technical information about Idaho Water Transactions Program.
  • Conduct field assessment, data collection, and compliance monitoring.

Minimum Qualifications

  • Experience in project management: planning, coordinating, and implementing projects.
  • Experience developing, promoting, and gaining project support.
  • Interpreting and explaining specialized or complex material into information usable by the public.

DESIRED QUALIFICATIONS

  • Good knowledge of physical or biological sciences or related field (e.g., Hydrology, Hydrogeology, Geology, Biology, Environmental Science, etc.); AND experience performing routine scientific duties in completing multiple tasks for a project or application such as applying scientific information to project evaluation.
  • Experience performing scientific activities such as monitoring and field data collection, applying scientific knowledge through investigation, documentation, and report writing.
  • Experience developing and manipulating GIS (ESRI products); and relational databases
  • Knowledge of principles, theories, and practices of hydrology including those pertaining to surface water flow, climate, evapotranspiration, water yield, and surface-ground water relationships.
  • Knowledge and experience applying and explaining laws and administrative rules pertaining to water appropriation and use and the ability to apply the “prior appropriation doctrine” in the area of water rights, new appropriations, or transfers.

Supplemental InformationWorking conditions
Work involves both a field setting and in an office environment. Field work may include working in all weather conditions and in remote locations. The ability to work long days (more than 8 hours) due to travel is required. Work involves walking over rough and steep terrain  and/or in stream and for distances up to three miles as well as lifting and carrying objects such as water measuring equipment weighing up to 30 pounds. Must be able to travel to meetings, make presentations, and attend conferences and training courses in and out of state.
