About the Position
The Olympia Public Works Department, Water Resources division, seeks a qualified individual to fill the position of Stormwater Engineer II. The selected individual will be responsible for providing an advanced level of technical expertise, project management and program administration within the context of utility-based water resource management. The Stormwater Engineer II will lead multiple complex and sensitive projects as part of a work group providing integrated planning, engineering, and program development services for City water-related utilities. The Stormwater Engineer’s work will focus on storm and surface water. Key responsibilities will include engineering analysis, project feasibility and scoping, policy implementation, field crew technical support, site development review and capital program management. The position will involve limited project design work.

Ideal Candidate Profile

• Brings an in-depth understanding of municipal utility infrastructure and its management including stormwater’s impact on receiving waters and its relationship to the health and protection of aquatic habitat
• Brings an extensive knowledge of Western Washington stormwater regulations and low impact development practices.
• Skilled in leading and facilitating interdisciplinary teams in solving problems and making  decisions regarding complex utility engineering, policy, regulatory, operational, and financial responsibilities.
• Ability to apply urban environmental management practices and principles.
• Competent in written and verbal communications with various audiences, including skilled in explaining technical concepts in a concise manner.
• Understands the importance of and enjoys fostering relationships within the agency and community.
• Appreciates working with multiple utilities and various staff members in a team and collaboration-centered environment and demonstrates a willingness to succeed and help others succeed.
• Detail-oriented with the ability to manage multiple tasks and deadlines simultaneously.

Examples of Duties / Knowledge & Skills

The essential functions of this position include but are not limited to:

• Fulfill responsibilities for initiating, leading and completing a variety of activities relating to utility engineering, planning, policy, financial and technical functions.
• Support City regulatory staff in the technical review of development proposals.
• Lead complex studies involving storm and surface water resource interactions with the built environment. Interact with and help support the transportation, drinking and wastewater programs as needed.
• Manage emerging investigations, analysis, and preparation of documents and reports on planning and technical issues as needed.
• Prepare and present information to City leadership, committees, community groups, and private organizations on complex and intricate issues.
• Work with a small team of engineering, technical and planning staff that support City water-related utility responsibilities.
• Respond to public inquiries.
• Punctual, regular and reliable attendance is essential for successful job performance.
• Prepare a Capital Facilities Plan on an annual basis, oversee its implementation, track spending and develop grant/loan applications for selected projects.  

Minimum qualifications & Requirements

General Knowledge/Skills/Abilities

• Knowledge of current principles, practices, methods and techniques of civil engineering, transportation engineering, natural resource management, water resource engineering, environmental sciences or related disciplines.
• Knowledge of hydrology, hydraulics, computer modeling, soils, chemistry and environmental sciences.
• Knowledge of low impact development principles, materials and methods.
• Knowledge of federal, state and local laws and regulations pertaining to transportation, environmental, water resource or natural resource issues.
• Knowledge of current construction methods, processes, materials, costs and cost estimating.
• Knowledge of budget preparation.
• Knowledge of engineering standards, methods, and practices used in water and other natural resource protection efforts.
• Skill in the use of spreadsheets, graphics, databases, word processing, project management software and in the operation of various engineering specific computer programs, in particular AutoCAD Civil 3D and standard Microsoft Office products.
• Ability to work from general written and verbal instructions.
• Ability to interpret engineering plans, survey notes and legal descriptions.
• Ability to communicate technical information effectively with groups of varying levels of technical sophistication, using various media.
• Ability to analyze situations accurately and adopt an effective course of action in a timely fashion.
• Ability to perform research, analysis and advanced computer modeling on complex civil engineering, transportation, environmental or water resource issues, problems, and data.
• Ability to accurately complete assigned projects within time lines.
• Ability to perform complex engineering computations either manually or with the aid of computer or calculator.
• Ability to work cooperatively, productively, effectively, and successfully with others in a public service dedicated, customer centered, team-oriented environment, where open communication is the norm.
• Ability to plan, organize and direct the work of others.

Experience/Education

• Four year degree in an engineering field (Civil preferred).
• Three years of related experience required.
• Professional Engineer license required within six months of employment.

Special Requirements

• Valid Washington State Driver’s License required.

• The Project Engineer II position has varied contacts, including City employees, private consultants, contractors, public officials, property owners and citizens.
• Contacts are for the purpose of listening to various concerns and issues, and to provide explanations of current city projects and/or practices.
• Contacts will also be for the purpose of gathering /disseminating information.  Issues and/or projects may be controversial in nature, where the ability to explain the City’s position at a level equal to the audience s level of technical sophistication is vital to success.

Supervision

• In a lead capacity, the Project Engineer II may supervise and/or direct the work of assigned professional and technical staff.

Accountability

• The Project Engineer II is accountable for the quality, accuracy and timely completion of assigned projects and tasks.
• Demonstrated punctual, regular and reliable attendance is required.

Working Conditions

• The Project Engineer II typically spends a majority of the workday in an office.
• Some projects and tasks will require fieldwork to gather information and review existing conditions.
• Field time may include exposure to all types of weather, work in traffic; construction sites; uncleared areas and standing/walking on uneven and slippery terrain; and entering street hole covers, sewer lines and/or lift stations.
