Summary

This Water Quality Planner IV position manages multiple programs that implement Phase I Municipal NPDES Stormwater permit required and supporting programs. Programs primarily consist of King County’s Stormwater Source Control and Enforcement program, Illicit Discharge Detection and elimination (IDDE) Water Quality Complaint program, and Pollution Prevention Partnership program. The position is responsible for implementing these programs and supervising program staff and coordinating with project managers that support these programs.  Responsibilities also include managing multiple programs to protect and enhance water quality; serving as liaison for the department in developing and implementing innovative programs required under the Phase I Municipal NPDES Stormwater Permit; ensuring projects comply with appropriate regulations; advising staff and making decisions on water quality and stormwater code-related issues where established guidelines or procedures may not exist or are not clear.  Duties also call for ensuring that legal, budgetary and other requirements are met in these programs.

Broad expertise required for the position includes knowledge of stormwater management source control best management practices, water quality codes and regulations, stormwater pollution prevention and environmental planning principles and techniques; policy analysis and general planning support for the programs and projects described above.

Telecommuting Requirement

The work associated with this position will be performed remotely on a full-time basis. Employees will also have access to shared workspaces at King Street Center at 201 S. Jackson Street in downtown Seattle. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.

WORK SCHEDULE: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

Job Duties
  • Supervise and direct the stormwater source control and enforcement program as required by the county’s municipal separate storm sewer system Phase I Municipal NPDES Stormwater permit.

  • Manage and provide quality control for source control inspection program, and compliance issues and maintain business inspection inventory.

  • Direct compliance response, conduct code enforcement actions and prepare enforcement documents.

  • Prepare and present appeal information to the Hearing Examiner for potential litigation.

  • Interpret and evaluate water quality codes, stormwater permits, and regulations at the county, state, and federal level.

  • Supervise and direct the IDDE Water Quality Complaint program.

  • Coordinate with other units, county departments and external agencies.

  • Evaluate, direct investigation and follow-up on water quality complaints.

  • Supervise and direct the Pollution Prevention Partnership (PPP) contract with the Department of Ecology.

  • Interpret contract requirements, monitor compliance, and budget, review and approve invoices.

  • Provide technical oversight of PPP inspections and special projects.

  • Act as the technical expert for stormwater Best Management Practices (BMPs).

  • Modify and update codes and regulations, coordinating with agency management and Council staff.

  • Provide technical supervision, oversight, and quality control for stormwater source control BMPs and the stormwater Pollution Prevention Manual.

  • Represent the county on various interagency, interdisciplinary, and/or inter-jurisdictional planning teams and technical resource teams.

  • Supervise program staff.

  • Set performance expectations, approve annual work plan, and assign, balance, and monitor workloads.

  • Ensure required training is met, evaluate performance, and hire, coach and train staff.

Experience, Qualifications, Knowledge, Skills
  • A Bachelor’s degree in Environmental Sciences, Environmental Engineering, Environmental Studies, or closely related field, and/or equivalent combination of education and project work that provide the necessary knowledge, skills, and abilities to perform the duties described in this job announcement.
  • One year of supervisory experience or managing program staff.
  • At least two years of work experience with pollution prevention programs and/or code enforcement.
  • Two year of experience with business inspections, site inspections, environmental field sampling, working with environmental field staff, or related work.
  • Two years of experience in the implementation of stormwater NPDES permits.
  • At least two years of experience managing, effectively planning, organizing, and prioritizing work on a daily basis, carrying multiple tasks to completion concurrently, and completing work assignments.
  • Demonstrated knowledge of local, state, and federal laws and regulations relevant to the program and type of work described for this position, including the Clean Water Act, water quality standards, NDPES program, and King County water quality code.
  • Demonstrated ability to communicate technical information clearly and concisely, both in writing and orally to peers, customers, management, and the public.
  • Demonstrated ability to work independently and efficiently.
  • Demonstrated skills for maintaining positive and productive working relationships with colleagues and customers, such as patience, flexibility, active listening, resolving conflicts and problem solving.
  • Demonstrated skills as an effective participant in multi-disciplinary team meetings or coalitions.

DESIRED QUALIFICATIONS

  • Experience supervising autonomous and/or remotely located employees.
  • Additional related training or post-graduate work in stormwater management, environmental policy, or related field.
  • Experience in environmental complaint response.
  • Experience in enforcing codes or regulations.
  • Knowledge of hazardous/dangerous waste regulations.
  • Knowledge and understanding of stormwater drainage systems and pollution control Best Management Practices.
  • Knowledge of water quality and environmental planning principles and techniques, program development, and policy analysis.

 WORKING CONDITIONS:  This position requires the ability to work in adverse conditions including out of doors, in all types of terrain and in all weather conditions.  Situations may include exposure to potentially hazardous conditions.
 
NECESSARY SPECIAL REQUIREMENTS:
A valid Driver’s License and or the ability to travel throughout King County, adjacent counties or other travel destinations in a timely manner.
