Summary

The King County Wastewater Treatment Division (WTD) has a staffing need for an experienced and technically proficient Wastewater Treatment Supervisor.

This position will be responsible for the operation, maintenance and administration of the conveyance system, four treatment facilities, six storm water stations and related facilities for the East Section, and provides direction and supervision to Offsite crews whose regular work schedule spans 50 to 70 hours per week, and includes 24/7 response to emergencies and storm related operations.. This position will also be responsible for establishing priorities and be accountable for the work performance of assigned work units.

WHO IS ELIGIBLE:  This position is open to all qualified candidates.  First priority will be given to qualified Teamsters Local 117 internal candidates.

WORK LOCATION:  South Treatment Plant – 1200 Monster Road SW, Renton, WA 98057.  Travel to other treatment plants may be required depending on business needs.

WORK SCHEDULE:  Standard working hours are 40 hours per week. Applicants must be available to work all shift schedules, including rotating schedules, standby and/or call out status and subject to after-hours call-in to respond to unusual occurrences and emergencies 24/7. This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible.

Job Duties
  • The position will schedule and organize planned work activities and projects throughout the conveyance system for the East Section Off-Site facilities.
  • Develop short and long term work plans and objectives.
  • Organize, coordinate and provide technical expertise on long-range projects with managers, contractors, design engineers, vendors and agency’s construction management division. Develop business plans for assigned areas of responsibility.
  • Review plans, designs or procedures for assigned segment of major construction projects with managers, contractors, design engineers, vendors and agency’s construction management division.
  • Effectively coordinate duties between maintenance and operations staff. Foster collaboration between all work groups; mediate any disagreements.
  • Effectively coordinate and communicate work activities between maintenance, operations, and other work units.
  • Coordinate with the Industrial Maintenance Program Specialist in scheduling and prioritizing work orders internally and with other division, department and agencies.
  • Track equipment wear, performance and run times. Coordinate equipment maintenance and support Maintenance Best Practices. Coordinate regular testing of equipment to check reliability and troubleshoot equipment issues. In addition to the coordination of daily and weekly work activities, work with Reliability Centered Maintenance Engineer on long-term planning and coordination. Example: Storm water treatment system maintenance, odor control system testing and maintenance, developing PM’s for new facilities, and developing PM’s for non-routine tasks (valve actuating, seasonal flows swaps).
  • Train and develop operations staff on all aspects of offsite facilities. Develop training plans for offsite team members. Ensure adherence to all policies, standards and procedures.
  • Establish pump station building housekeeping standards and ensure compliance, check station cleanliness and log/checklist entries. Submit work requests as necessary, approve/close work orders, and monitor their status regularly. Develop and monitor inspection program for miscellaneous structures.
  • Prepare, review and evaluate employee job performance and provide constructive feedback, provide mentoring, recommend and/or initiate disciplinary action.
  • Manage standby schedule, provide updates for O&M manuals.
  • Receive and investigate complaints as well as inquiries from the general public, provide information to interested parties on issues regarding area of specialization. Ensure that all safety, personnel, and work standard policies are followed.
  • Screen and select prospective employees, including developing field tests and interviewing candidates.
  • May perform duties of Wastewater Operator as needed.
Experience, Qualifications, Knowledge, Skills
  • Journey-level experience in wastewater operations and maintenance
  • Increasingly responsible leadership experience related to wastewater operations and maintenance.
  • Advanced knowledge of the methods and techniques used in the wastewater treatment processes.
  • Experience in operating, monitoring, maintaining and training on the equipment and systems in the preliminary treatment area, primary treatment area, secondary area, solids handling area and in the collection and conveyance system and systems for plant-wide gas, chlorination, heating, ventilating and air conditioning, odor control, electrical, water, air and hydraulic systems; interpreting and applying technical information from plant drawings, technical data sheets, operations and maintenance manuals and laboratory test results.
  • Experience in computerized remote and supervisory control systems used to control, operate and monitor a major wastewater treatment system.
  • Advanced troubleshooting skills for complex wastewater treatment systems and processes and complex odor control systems; handle unusual occurrences and emergencies.
  • Advanced supervisory skills to lead, teach and coach; provide direction, prepare and conduct performance evaluations and take disciplinary actions in a union represented work force.
  • Project management techniques and principles, work planning, job/project estimating principles and techniques.
  • Maintaining and establishing effective working relationship with the general public, vendors, contractors, regulatory agencies, team members and other work groups.
  • Skill in the application of safety policies, procedures and practices for confined space entry, fall protection, hazard communication, recognition and control, hazardous energy control, emergency response and evacuation, accident prevention, hearing conservation, preventing back injuries, respiratory protection, fire safety, department facilities and operations, forklift training, overhead cranes, plant-specific safety information and other department-wide safety information.
  • Skill in facilitating long- and short-term workload planning, budgeting, training and performance management.
  • Knowledge of purchasing policies and procedures.
  • Skill in managing written and/or computerized information systems including logs, reports, lab and process data, trouble reports and work requests.
  • Application of participative work place business principles, including the business planning process, the establishment of standards and feedback, communication, listening and feedback, conflict resolution, effective team meetings, problem solving, decision making and facilitation.
  • Experience utilizing King County policies and procedures, local, state and federal laws and regulations to meet compliance.

Licensing, Certification and Other Requirements

  • Washington Group III Wastewater Treatment Plant Operator certification from the Washington State Department of Ecology or out-of-state equivalent
  • Valid Washington State Driver’s License
  • CPR and first aid certification
  • Washington State Group IV Wastewater Treatment Plant Operator Certificate
