Summary

This position will effectively apply Project Management industry standards and practices in the areas of: project planning, coordination, scope, budget, schedule management, monitoring and control, and reporting. This classification is considered the journey-level classification and performs journey level project management functions.

The responsibilities of this classification include independently managing multiple planning, design, construction, and information technology projects from inception to successful completion and turnover to operations and maintenance. Projects assigned to this level are typically of moderate complexity in terms of technical, logistical, and legal issues and may require issue analysis and coordination with external entities such as local permitting jurisdictions, and local/state/federal regulatory agencies. Positions at this level are responsible for overseeing diverse project teams composed of internal and consultant subject matter experts from a broad range of disciplines including engineering, geotechnical, architecture, community relations, property acquisition, permitting and operations and maintenance staff.  Projects assigned to this level may have major financial or operational impacts on key business units and County objectives. Project assignments typically require considerable resources and high levels of functional integration and are high-profile, pose medium risk to the agency, have moderately paced schedules, with moderately defined scopes.

Permanent Telecommuting Requirement

The work associated with this position will be performed remotely on a permanent basis.  There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.Job Duties

  • Effectively apply Project Management industry standards and practices in the areas of project planning, coordinating, scope management, budget management, schedule management, monitoring/control, and reporting on assigned capital projects
  • Perform project initiation, planning, execution, monitoring/control and closeout for assigned projects
  • From conception through final implementation, manage wastewater capital projects that require preparation of plans, specifications, estimates and scopes of work for public bidding, requests for proposals and/or for internal use
  • Lead and direct high-priority projects and project teams, which often require considerable resources and high levels of functional integration
  • Develop, implement and manage capital project scope, schedule, budget and contract requirements; develop and execute plans for the design, procurement and construction phase of assigned projects
  • With project teams, develop project specific Work Breakdown Structures (WBS) and establish project deliverables
  • Obtain necessary approvals from customers, sponsors, and stakeholders
  • Develop, execute and communicate project plans
  • Document, obtain approval for, and manage changes to project scopes
  • Negotiate contract scopes, schedules and budgets and contract changes
  • Monitor and control project work, report on status of assigned projects; measure project performance using appropriate tools and techniques, identify and quantify variances, perform required corrective actions, and communicate to all stakeholders
  • Establish and maintain project interpersonal relationships
  • Procure construction and consultant contracts.
  • Administer consultant contracts.
  • Develop and implement plans for project specific Quality Assurance/ Quality Control (QA/QC)
  • Administer project and contract requirements and standards in accordance with King County policies and procedures. Perform duties as defined in the WTD project management manual using PMI-based methodology
  • Close-out assigned projects
  • Lead negotiations of interagency or local agreements
  • Make presentations to elected officials, community groups and general public on projects

Experience, Qualifications, Knowledge, Skills

  • Eight years of work experience as a capital project manager managing design and construction projects and a bachelor’s degree in project management, engineering, construction management, business administration or closely related field OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the classification.
  • High level knowledge of project management processes and knowledge areas as described by the Project Management Institute’s Project Management Body of Knowledge.
  • Awareness of engineering and construction management techniques and principles, contract administration principles, and critical path method (CPM) project scheduling.
  • Working knowledge of computer and common business applications.
  • Excellent oral and written communication skills, and demonstrated ability to communicate clearly and work effectively with variety of staff at different levels
  • Experience leading effective teams and the decision-making process as it relates to project scope, schedule and budget.
  • Knowledge of project, program, and portfolio management principles and project prioritization and ranking methodology.

  • A Valid Washington State Driver’s License or the ability to arrange transportation to visit project sites on short notice.

Physical Requirements:

The duties of the position are performed primarily in a home office setting. Some physical skill and effort is required to perform site condition assessments and inspections.
