Summary

This position will effectively apply Project Management industry standards and practices in the areas of: project planning, coordination, scope, budget, schedule management, monitoring and control, and reporting.

The responsibilities of this classification include leading a team responsible for a broad range of wastewater facilities, modifications, or upgrade projects. This work will be under the direction of senior level staff, independently manage projects, specialized functions or components of major projects. Projects assigned to this level are typically of moderate complexity in terms of technical, logistical, and legal issues and may require issue analysis and coordination with external entities such as local permitting jurisdictions, and local/state/federal regulatory agencies. Wastewater Capital Project Manager II’s negotiate contract issues and provide direction and decision-making per Wastewater Treatment Division policy on changes to project scope.  Project assignments typically include multi functional disciplines, limited permits, or SEPA requirements, existing or proven technology and are medium-profile, pose low risk to the agency, have moderately paced schedules, with moderately defined scopes.

Telecommuting Requirement

The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: This position will work remotely. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week., Monday through Friday.

Job Duties
  • Develop project plans, manage the project scope of work, schedule, budget and contract requirements; execute plans for the design, procurement and construction phase of assigned projects.
  • Lead the project team to research and evaluate technical designs for assigned projects
  • Manage the preparation of construction plans and specifications for assigned capital projects.
  • Document, obtain approval, and manage changes to project scope; negotiate contracts and contract change orders for capital projects.
  • Review consultant and construction contract documents for accuracy, completion, and compliance with King County standards
  • Oversee project and discipline appropriate testing, provide Quality Assurance/Quality Control as required; analyze and evaluate results.
  • Procure and administer contracts for assigned capital projects.
  • Administer project and contract requirements and standards in accordance with King County policies and procedures.  Perform duties as defined in the WTD project management manual using PMI methodology.
  • Report on status of all assigned capital projects.
  • Establish and maintain project interpersonal relationships
  • Obtain necessary approvals from both customer, sponsor, and stakeholders
  • Provide assistance to senior level capital project managers on large major capital projects. This may include managing specific tasks related to scope, schedule, and budget.
Experience, Qualifications, Knowledge, Skills
  • Four years of work experience as a capital project manager managing design and construction projects and a bachelor’s degree in project management, engineering, construction management, business administration or closely related field OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the classification.
  • Working knowledge of project management processes and knowledge areas as described by the Project Management Institute’s Project Management Body of Knowledge.
  • Awareness of engineering and construction management techniques and principles, contract administration principles, and critical path method (CPM) project scheduling.
  • Working knowledge of computer and common business applications.
  • Excellent oral and written communication skills, and demonstrated ability to communicate clearly and work effectively with variety of staff at different levels.
  • Experience leading effective teams and the decision-making process as it relates to project scope, schedule and budget.
  • Knowledge of project, program, and portfolio management principles and project prioritization and ranking methodology.
  • Effective team-building facilitation and conflict resolution skills.
  • Skill in working with diverse individuals and customers and maintaining effective relationship’s

License/Certification: 

  • A Valid Washington State Driver’s License or the ability to arrange transportation to visit project sites on short notice.

  •  PMP Certification

Physical Requirements: Some physical skill is required to perform visits to various construction sites and wastewater treatment and conveyance facilities. 

Work Environment: Work is performed in both a home office environment and in the field at wastewater treatment facilities of various types throughout King County.  These sites may not be served by public transit.
