The TSP Field Oversight Coordinator positions oversee the contractors conducting sampling and remedial actions on property cleanups as part of the Tacoma Smelter Plume Yard Cleanup Program and Soil Safety Program.

The positions:

  • Work closely with the Contract Managers and the Tacoma Smelter Plume Remediation Manager.
  • Oversee the contractor services for compliance with project specifications which includes excavation of contaminated soil, backfilling with clean material, and re-landscaping residential properties.
  • Work in the field daily during construction season, taking field notes, photo documenting construction activities, collecting confirmation samples, and giving general direction to contractors in the field.
  • Require knowledge of public works contracts. This position also requires coordination with contractors, property owners, and local government.

We are looking for applicants who possess excellent people skills, are detail oriented and have good follow-up and the ability to quickly assess a situation and make a decision/recommendation.

Duties

The positions are a part of the Tacoma Smelter Plume (TSP) team within the Toxics Cleanup Program (TCP). Asarco operated a smelter in Tacoma for nearly 100 years. Ecology is addressing the legacy of contamination from the smelter as part of the Tacoma Smelter Plume project (TSP). The TSP Yard Cleanup Program is focused on soil sampling and remediation of residential properties. Nearly 1200 properties qualify for soil replacement. The TSP Yard Program is a high priority project for the Toxics Cleanup Program covering two regions – the Northwest Regional Office (NWRO) and the Southwest Regional Office (SWRO). Funding for this work comes from the Asarco bankruptcy settlement.

Some of the Key Work Activities for the TSP Field Oversight Coordinator positions are:

  • Attends cleanup planning meetings to meet property owners, see the property and become familiar with the cleanup plans.
  • Oversees contractors in the field, attends weekly meetings, attends pre-construction meetings with property owners and contractors, makes daily inspection of contractor work with field notes, documents work with photos, performs conformational soil sampling.
  • Takes phone calls/emails from property owners; provides technical or warranty assistance or education, as needed.
  • Uses AutoCAD to draw final cleanup packets.
  • Assists with developing punch lists and follows-up with walk-through inspections.
  • Oversees warranty work in the field.
  • Assists with: “knock and talks,” taking photos of cleanup, moving and hanging banners and brochure holders.
  • Attends and assists with cleanup preparation public meetings, including moving and operating audio/visual equipment.
  • Attends cleanup team meetings.
  • Keeps AREIS database up-to-date.
  • Works closely with others.  Provides input on the larger TSP project activities, documents and strategies.
  • Interacts frequently with property owners who may be angry, distraught or frustrated. Interacts with local government representatives and contractors. Listens to different viewpoints and negotiates solutions.

Qualifications

Required Qualifications:

Option 1: A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional level experience in environmental analysis or control or environmental planning.

Option 2: A Master’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND one year of professional level experience in environmental analysis or control or environmental planning.

Option 3: A Ph.D. in one of the above fields.

Option 4: One year of experience as an Environmental Specialist 2, at the Department of Ecology.

Option 5: Additional qualifying experience will substitute, year for year, for education.

Special Requirements/Conditions of Employment:

  • Must possess and maintain a valid driver’s license.
  • Initial 40-hour hazardous materials training followed by annual 8-hour refresher.  Training must be complete within first 6 months.

  • Working knowledge of archaeology laws and cultural resource protocols.
  • Working knowledge of the Model Toxics Control Act, Chapter 173-340 WAC.
  • Knowledge of property sampling and remediation.
  • Knowledge of contract management.
  • Negotiation and facilitation skills.
  • Experience with AutoCAD or other drafting software.  Training must be complete within first 6 months.
