Keeping Washington Clean and Evergreen

Our Toxics Cleanup Program (TCP) is looking to fill a TSP Construction Manager (Environmental Engineer 2)(In-Training) position. The position is part of the Tacoma Smelter Plume (TSP) team and will be located in our Southwest Regional Office (SWRO) in Lacey, WA.

As the TSP Construction Manager you will serve as a construction manager overseeing the contractors conducting sampling and remedial actions on property cleanups as part of the Tacoma Smelter Plume Yard Cleanup Program. Additional duties include: reviewing cleanup plans, developing bid documents, and overseeing cleanup actions at residential properties. The position requires knowledge of public works contracts. This position also requires coordination with contractors, property owners, and local government.

Your excellent people skills, strong project management skills, and your ability to quickly assess a situation and make a decision will help you be successful in this role.

Duties
The position is a part of the Tacoma Smelter Plume (TSP) team within the Toxics Cleanup Program (TCP). Asarco operated a smelter in Tacoma for nearly 100 years. Ecology is addressing the legacy of contamination from the smelter as part of the Tacoma Smelter Plume project (TSP). The TSP Yard Cleanup Program is focused on soil sampling and remediation of residential properties. Nearly 1200 properties qualify for soil replacement. The TSP Yard Program is a high priority project for the Toxics Cleanup Program covering two regions – the Northwest Regional Office (NWRO) and the Southwest Regional Office (SWRO). Funding for this work comes from the Asarco bankruptcy settlement.

What You’ll Do: 

  • Work under the supervision of a registered professional engineer and provides engineering oversight for the planning, design and construction of cleanup of individual residential yards.
  • Review sampling data and the engineering designs, site plans, engineering reports, and reviews and write plans and specifications for cleanup of properties.
  • Develop bid documents, conduct pre-bid meetings, and acquire necessary permits.
  • Provide engineering oversight of construction contractors in the field.
  • Review submittals, invoices, and change orders.
  • Develop documentation of contract work.
  • Perform or oversee compliance sampling during construction and provides engineering direction to the contactor for further cleanup actions.
  • Provide technical assistance and works with homeowners regarding sampling and when cleanup actions are necessary.
  • Keep homeowners informed of the timing of work.
  • Coordinate with the Public Outreach Coordinator.
  • Provide input on outreach documents and strategies as requested.

                                           

Qualifications

Required Qualifications:

The goal class for this position is an Environmental Engineer 2. We will consider applicants who meet the requirements for the Environmental Engineer 2 level, the Environmental Engineer 1 Level and the Engineering Aide 3 Level. If the finalist meets the requirements for the Environmental Engineer 1 Level or the Engineering Aide 3 Level then they will be hired in at that level and will be placed into a training program to become an Environmental Engineer 2 within a specified period of time.

At the Environmental Engineer 2 level – Pay Range 61 – ($5,229 – $6,862 Monthly (Goal Class)

Option 1: A Master’s degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field AND 
One year of experience in environmental engineering.

Option 2: An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field AND Two years of environmental engineering experience.

At the Environmental Engineer 1 level – Pay Range 55 ($4,509 – $5,913) Monthly (In-Training)

Option 1: A Master’s degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field.

Option 2: An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields, sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND One year of environmental engineering experience.

At the Engineering Aide 3 Level: Pay Range 51 – ($4,083 – $5,361) Monthly (In-Training)

Option 1: Four years of experience involving engineering techniques, two years of which must have been at a level comparable to Engineering Aide 2.

Option 2: College-level course work with major emphasis in engineering may be substituted, year for year, for the required experience.  

Special Requirements/Conditions of Employment:

  • Must possess and maintain a valid Driver’s License
  • Initial 40-hour hazardous materials training followed by annual 8-hour refresher.   Training must be complete within first 6 months.

  • Working knowledge of archaeology laws and cultural resource protocols.
  • Working knowledge of the Model Toxics Control Act, Chapter 173-340 WAC.
  • Knowledge of property sampling and remediation.
  • Knowledge of contract management.
  • Negotiation and facilitation skills.
