This 8-year term position serves as the owner representative and fish husbandry expert overseeing the modernization of the Cowlitz Trout Hatchery, as well as support fish facility operations thereafter. This position is responsible for identifying fish husbandry practices, equipment and infrastructure which will result in the Trout Hatchery being capable of meeting its performance standards with low cost, flexibility and resiliency. This position will document and maintain criteria to inform facility design, construction and program implementation.

Effective communicator, successful negotiator and program promotors are key attributes of this position. This position coordinates with Tacoma Natural Resources and hatchery contractors (WDFW), reviews designs/plans, oversees construction, conducts project overviews/updates and training. This position delivers clear communication and expectations from Natural Resources to Tacoma hydro, engineering and contracted construction and hatchery operations staff. Importantly, this position provides oversight and communication necessary for a project of this scope to be successful.

Job Duties:

  • Identify and advocate for proven cost effective fish husbandry practices, equipment and infrastructure that will improve attainment of the Trout Hatchery’s objectives
  • Manage, create and maintain the Design Basis Memo and fish husbandry plan during the construction phases for the Cowlitz Trout Hatchery remodel
  • Communicate, negotiate and manage our husbandry contractors’ (WDFW) operational and design criteria, operations during construction and commissioning of newly constructed components over several years of construction
  • Review design plans (including prints, schematics and diagrams) and construction activities to ensure plans/deliverables meet owner’s husbandry criteria and expectations
  • Conduct project updates and overviews to Natural Resources, Fisheries Tech Committee (FTC), WDFW, other regulatory agencies
  • Manage the creation of O&M manual as components are commissioned
  • Facilitate training and smooth transition of operations into new facility upgrades
  • Monitor hatchery remodel and blueprints
  • Develop Operation and Maintenance manuals or similar documents
  • Some travel required to CTH and Tacoma

Qualifications

A Bachelor’s  degree in biology, environmental science, forestry, resource management, archaeology or other science related to area of specialty AND ten years of professional-level experience in fisheries or related environmental programs

Master’s degree is preferred and may be substituted for two years of experience

LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS:
Valid Washington State Driver License at time of application with maintenance thereafter
Complete First Aid and CPR certification within six-months of appointment with maintenance thereafter

Knowledge & Skills

  • Knowledge of fish husbandry methods (i.e., biosecurity, egg incubation, feed training, juvenile rearing, and smoltification management)
  • Excellent communication skills and effective presenter/group speaker and report writer
  • Demonstrated negotiation skills
  • Proficient in use of MS Office products: PowerPoint, Outlook, Excel, Word
  • Excellent writing, organization and time management skills
  • Knowledge in modern aquatic disease identification and prevention
  • Develop methods of data collection and interpret results for fish husbandry program
  • Conduct work, implement procedures and operate equipment consistent with job duties as it applies to fisheries
  • Demonstrated ability to establish and maintain cooperative and effective working relationships with employees, the general public, city, county, state and federal agencies
  • Plan and organize work that meets schedules and time lines
